The development of synthetic data requires high level statistical research and analysis. That expertise is provided by the MLDS Research Branch. In addition, the project also requires project management oversight and technical management and support necessary to create a data architecture that can support the synthetic data set. These are skills the Research Branch does not have, but needs to allow them to build the synthetic data sets and continue their research and evaluation. Bidder Qualifications: a) Essential Qualifications: (1) Education: (a) Bachelors Degree from an accredited college or university in Engineering, Computer Science, and Information Systems, Business or other related discipline. (2) General Experience: (a) At least five (5) years of experience in project management. (b) PMI certification as a PMP or equivalent, as determined by the PO. (3) Specialized Experience: (a) At least five (5) years of experience in managing IT related projects. (b) Must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget. (c) At least one (1) year of experience creating data warehouses (preferably in an Oracle environment) containing Personally Identifiable Information (PII). b) Preferred Qualifications: (1) Education: (a) Masters Degree from an accredited college or university in Engineering, Computer Science, and Information Systems, Business or other related discipline. (2) General Experience: (a) At least one (1) year of IT technical experience in creating data warehouses with student-level education and/or employee-level workforce data. (3) Specialized Experience: (a) At least one (1) year of experience working as an IT Technical Project Manager in a government, public education, or higher education environment. c) Education Requirements: (1) Masters Degree from an accredited college or university in Engineering, Computer Science, and Information Systems, Business or other related discipline.
