The information, data, comments, or reactions obtained may be used as research for a future solicitation. This RFI does not constitute an Invitation for Bid, Request for Proposal, or Informal Request for Bid or Proposal and is not to be construed as a commitment by STATE. STATE will review all responses received. If STATE decides to issue a solicitation for commodities or services, the procurement will be conducted in accordance with North Dakota State Procurement laws, rules and guidelines. Purpose of RFI: The North Dakota Department of Transportation, Motor Vehicle Division, hereafter, is soliciting interest to provide lock box receivable processing services and/or incoming mail tracking services. The interested partys authority to act on behalf of the Director, the Department of Transportation, and the state of North Dakota is expressly limited to the following options: A. The interested party will oversee the motor vehicle lock box receivable processing (invoice renewals) submitted by mail and will ensure that all invoices are remitted with proper documentation and fees. Any that require “special handling” (ex. address changes, crossed off vehicles, incorrect amount submitted, etc.) must be electronically tracked (invoice and payment info) and then forwarded to the Motor Vehicle Divisions central office for manual processing. A daily deposit will be done by the interested party and will ACH state funds to the client. The interested party would provide lock box receivable processing or Clearinghouse services for renewal payment processing. B. The interested party will track all documents and their payments received by mail into an electronic format which will be available for the daily. After data has been entered into the mail tracking software, the physical paperwork including the documents, envelope and payment, will be bundled appropriately and sent to the clientto be manually processed. C. Optional – The interested party will scan all mailed in documents into an electronic format, which will be properly indexed and sent to client daily.
