These improvements have become necessary to improve operational efficiency and maintain programmatic standards amid limited staff capacity. These improvements are expected to address three general areas: 1. The PCOs requirement from its main, federal funding agency -- The Health Resources and Service Administration (HRSA) -- to design, develop and implement statewide Rational Service Area (RSA) plans for the purpose of long-range health planning. 2. The automation of ongoing analysis and reporting associated with Pennsylvanias health professions workforce. 3. A collaboration with the states Medicaid office to receive and leverage Medicaid claims data for the purpose of improving statewide health professional shortage area (HPSA) analysis. OBJECTIVES OF ENGAGEMENT: The primary objective of this engagement is for the selected candidate to serve as a PM focused on performing the below activities: • Provide PM support to the multiple teams required to coordinate and implement the RSA Plans, Workforce Reporting, and the SDMS initiatives for the PCO. • Review existing project documentation to understand the scope and uses cases for the proof of concept. • Develop relationships and understanding of the different functional teams with the DOH IT area, the PCO program and business area(s), the HHS Operational Team and OA enterprise areas (if necessary). • Coordinate meetings necessary to move the project to completion. • Develop project schedules with milestones and tasks to ensure we continue to make progress and the closeout the project. • Document any workflow processes and key decision points that are made and share with leadership. • Develop strategy and plan for expanding the data available in the data warehouse using the ELC grant an input for prioritization. • Develop relationships with business teams and functional teams. • Identify and document appropriate resources to form an effective project governance structure. OPERATIONAL REQUIRESMENTS: The PM directs, administers, manages, and facilitates an enhancement, re-engineering of a business process or a developmental project. The PM is the individual ultimately responsible for the HHS DOH program implementation. The PMs primary responsibility is to drive the entire effort from start to finish. The PM must ensure that the project is completed on schedule, within the defined budget and that the final product meets the business, technical, and established quality requirements. The selected contractor must be familiar with the five (5) phases along with inputs/outputs identified by the Project Management Institute (PMI) that combine to turn a project idea into a working product. The PM will need to rely on their proven experience leading projects to a successful implementation, and their judgment, to plan and accomplish goals. Strong interpersonal skills are required when consulting with the program area and various IT teams to define requirements and to analyze and resolve problems, ensuring collaboration and agreement with recommended solutions.
