The applicant would register online using an email address, the desire is to create a smart form that only displays the questions based on responses to previous questions (we will provide the logic) - example - if answer Citizenship as other, then asks country of cisizenship, if they are a permanent resident, etc. After the application is completed, the answers will be stored, a payment process ran to collect any application fees (this can be a hosted solution) and then a copy securely transferred to each college they have selected, and a subset of information sent to the State Board. This process will include handling of Social Security numbers, credit card information, and Student Personally Identifiable Information (PII) - all Federal and State regulations and Board rules must be followed. We also desire to be able to provide the ability for a single institution to use this as their college application (pre-select that college, dont display other colleges, display college specific headers - rest of process remains the same). Also need support for waiver codes to bypass fees (these codes are variable and need to be able to control when they are active). Some fields are required, some fields optional. We would like this form to also support high school students who are taking dual credit (bypasses most of questions on form) Some detailed initial work has been done to determine what information is to be collected (see attached), and we have a paper common application that may have some items to be added to initial work (see attached). We still need to review with legal and final sign off from the institutions. There are eight institutions involved. I suggest the SSN is only held long enough to process the application, then deleted, the next time the applicant opens the form and applies to another school they would need to re-enter it. The method and format of secure transfer of the data is open to suggestions. Our goal is that the post secondary institutions are able to load the data to their student systems - but interfacing directly with the college systems is out of scope of this project.
