SCOPE OF WORK

It seeks a grants management solution for up to ten (10) total annual giving arts programs that enables efficient, effective, creative and affordable usage, both internally and externally. It is critical that the client is able to design this system without compromising as part of a Statewide system.
For the Arts, there are certain requirements that are necessary, such as speaking the same language as our primary funder, the National Endowment for the Arts. Their need for data collection, which is shared nationally, focuses on detailed answers from users that pertain directly to the arts field and Offeror must have ability to design form specific to these requirements.
Client seeks functionality that supports funding opportunities and guidelines, grant application and acceptance, panel review process and grant award, grant administration, invoice and Grantee reimbursement requests, and communications with grantees and stakeholders. Grant administration capabilities should provide for integration with financial accounting system modules and functions (e.g., budget tracking, accounts payable, GL postings, financial reporting). Also important is the programs ability to capture and report data. Excellent customer service for an organization without an ITD staff member is a necessity.

Ideally client would like the grants management solution set up and fully functional by January 2021. Clients staff will need to be trained in configuring a minimum of two (2) grant programs, operating, administering, and expanding the systems, yet have the ability to contract separately with the selected Offeror on an as-needed basis for professional services related to future implementations.
It is critical that the Agency is able to design this system to meet all National Endowment for the Arts grants application and management data and audit requirements
