The CONTRACTOR that is awarded this contract will be required to assist in the preparation of the North Dakota Comprehensive Annual Financial Report for 2021. The report needs to be prepared in compliance with GASB 34 and an unqualified opinion from the ND State Auditors office is required. 3.2 SPECIFICATIONS A. REQUIREMENTS / DELIVERABLES The STATE requires the assistance with various components of the CAFR. 1. Financial Statements: Preparation of the Notes to the financial statements, including all of the tables and schedules in the notes. 2. Cash Flow Statements: Prepare all of the Cash Flow Statements. 3. Agency Fund Statements: Prepare all of the Agency Fund Statements. 4. State Agencies Statements: Assist with state agencies financial statement amounts to input for CAFR. 5. Internal Service Funds: Assist with the Internal Service funds look back adjustments. 6. Adjustments: Prepare various entity wide adjustments. 7. Reconciling: Reconcile fund statements to entity wide statements. 8. GFOA Responses: Prepare responses to GFOA comments. 9. State Auditor: Cooperate and respond to questions or suggestions offered by the ND State Auditors office. 10. Assist: Assist OMB with any areas of the CAFR as requested. 11. States CAFR System: The STATE has a new CAFR reporting (WDesk) that the CONTRACTOR will receive some training on. 12. State and Federal Requirements: The CONTRACTOR is responsible for identifying and complying with all state and federal requirements that apply to the contract. 13. Personnel: The contractor will secure at its own expense all personnel required in performing the services under this contract. Such personnel shall not be employees of or have any contractual relationship with the STATE. All of the services required hereunder will be performed by the contractor or under its supervision, and all personnel engaged in the work shall be fully qualified to perform such services EXPERIENCE AND QUALIFICATIONS A. MINIMUM QUALIFICATIONS In order for offers to be considered responsive, offerors must meet these minimum prior experience requirements: 1. The offeror must clearly document previous government experience in the field of preparation of a financial statement reports. 2. For each staff member: Show a minimum of three years experience in assisting in the preparation of a financial statement report for a governmental entity. An offerors failure to meet these minimum prior experience requirements will cause its proposal to be considered non-responsive and its proposal will be rejected.
