Description:

The State is seeking vendors for utilization of one or more examiners or auditors to assist in all aspects of unclaimed property

The CONTRACTOR shall provide examination services for the STATE. Unless otherwise noted, the minimum requirements set out in this section apply to all four (4) types of examinations.
For bidders to be considered responsive, bidders must meet the minimum requirements. A bidders failure to meet these minimum requirements will cause its proposal to be considered non-responsive and its proposal will be rejected. The minimum requirements are:
A.
The bidder must have the ability, qualifications, staff, and experience to provide the services described in this Solicitation in a professional manner, and to represent the STATE with integrity and unquestionable ethics. The bidder is required to provide a resume or curriculum vitae for each principal of the business who will perform professional services under any contract that results from this IFB.
B.
The bidder must adhere to and have knowledge of N.D.C.C. ch. 47-30.2, and any applicable state or federal laws regarding which STATE has the right to escheat property, including related training, past experience, and legal expertise. The bidder shall demonstrate legal staffs knowledge and experience in interpreting applicable laws relating to unclaimed property by identifying all legal staff that will provide services under any contract that results from this IFB. To identify this, the bidder must provide a resume or curriculum vitae, and a written summary of their experience interpreting various state laws and case law relating to unclaimed property.
C.
The bidder must maintain the expertise and staff to examine holders records in a timely manner without causing any disruption to Holders regular business activities.
D.
The bidder must maintain the expertise and staff to examine a Holders records, including an analysis of the accuracy and completeness of said records, and to identify and determine unclaimed property in the custody of Holders. The bidder must identify the number of examination professionals

(auditors, accountants, researchers, data processors, etc.) employed by the bidder, by classification,
and shall specify the average number of examinations each has participated in annually and at what level. The bidder must identify specific staff members dedicated to unclaimed property recovery services along with credentials of the key persons who will most actively participate in the administration and management of any contract that results from this IFB.
E.
The bidder must have the expertise and staff to guide the holders in preparation of comprehensive and accurate reports related to the unclaimed property found in the custody of Holders, and to assist in the submission of reports and remittance of reportable property to STATE in the NAUPA Standard Electronic File Format found on the NAUPA website.
F.
The bidder must have security procedures to ensure that Holders records, and any reports submitted by bidders, are secure and confidential.
G.
The bidder must provide documentation that substantiates that it currently provides, or in the past year provided, the services described in this IFB to States administering an unclaimed property program. A minimum three references are required. The bidder must include the name, title, address, and telephone number of references along with a brief description of the contract and services performed on behalf of that program. The Purchasing Agency reserves the right to contact the entity to determine the past performance and responsibility of the bidder.
