Conducting, or entering into contracts with third parties to conduct, domestic promotion programs for oilseed crops involving the following functions: 1. Increasing demand and recognition among the food and consumer health industry for flaxseed. i. Projects shall include: food media public relations, exhibitions at trade shows, food industry relations, promotional material development, and website operation and maintenance. 2. Increasing demand and canola recognition with dieticians, food media, consumers, and the biodiesel industry with the goal of increasing awareness of the positive health benefits of canola among US consumers and thereby increasing consumption of canola oil. 3. Increasing demand and recognition of sunflower oil and kernel usage. i. Involves working closely with member companies that need assistance finding domestic customers. ii. Projects shall include: using websites and social media to provide interactive opportunities for consumers, improving awareness and educating food processors about the favorable characteristics of sunflower oil for use as a food processing oil, and promotion of kernel usage to domestic buyers in order to promote the functionality and flexibility of using kernel as an ingredient in food products. B. Conducting, or entering into contracts with third parties to conduct, oilseed research that benefits North Dakota oilseed producers involving the following functions: 1. “Flax research” means, in general, performing scientific research on flax or flaxseed, or pesticide research relating to diseases or pests that affect flax or flaxseed; with the purpose of providing benefits to North Dakota flax producers through improving product markets, disease pest control or resistance, and improving seed varieties. i. Flax research shall emphasize nutritional and therapeutic research and flax breeding. ii. Shall include provision of funding for laboratory space for flax research projects. 2. “Canola research” means, in general, performing scientific research on canola or canola seed to solve production problems and increase yields, or canola diseases or pests that affect or pesticides used on canola; with the purpose of providing benefits to North Dakota producers through improving product markets, disease and pest control resistance, and improving seed varieties. i. Shall add value to or create new end uses for canola. 3. “Sunflower research” means, in general, performing scientific research that addresses sunflower production costs, increases yields, develops new varieties, increases quality, reduces or eliminates pests and disease, enhances resistance to pests and disease, and reduces or eliminates weeds. i. Emphasis must be given to Sclerotinia diseases and researchers are urged to consider additional or new directions in Sclerotinia sunflower research. C. Developing markets for oilseed products involving the following: 1. Conduction of market development programs for flaxseed increasing demand for and product recognition within the livestock industry through the following projects: livestock media material development, livestock media public relations, exhibitions at trade shows, and website operation and maintenance. 2. Development of foreign markets (in particular, the Canada, Germany, Mexico, Spain and Turkey markets) for sunflowers and sunflower products to increase demand for and product recognition with consumers and the trade. D. Communications for oilseed products involving the following: 1. Provide information to flaxseed producers about new technologies, research, and marketing activities. i.
