Description:

This position requires a combination of advanced and creative technical knowledge and sound business acumen and judgment, based on solid experience. The candidate will be a strategic thought leader around advanced modeling techniques and how they can be applied to drive business decisions and outcomes.

Essential functions of the position: Lead advanced predictive analytics projects using cutting-edge data mining and statistical modeling techniques; Develop and execute experimental designs and optimization schemes for detection of fraud and improper payments and decompose into ideas and specific projects for application development and execution; Evaluate and enhance modeling process (requirements design, implementation and measure) of predictive models, segmentation and other statistical techniques; Provide expertise in modeling, optimization and data visualization and introduce new methods and tools to drive analytic innovation; Develop and communicate business-driven analytic solutions and capabilities, translating modeling and analytic output into understandable and actionable business knowledge; Identify and execute advance analytical opportunities to continually improve knowledge of behaviors and trends and to drive performance; Lead staff to establish predictive analytics and data mining best practices; Provide data analytics subject matter expertise and collaborate with other analytic groups across the program to share best practices and methods.

The candidate must demonstrate advanced statistical/economic analysis skill, data mining, text mining, and statistical analysis, including regression analysis, cluster analysis, factor analysis, correlation analysis, data collection, data modeling and predictive modeling. The candidate must demonstrate research techniques, combined with a broad awareness of the unemployment insurance program, and general enterprise analytics. The candidate must have the ability to reach out to other state contacts in a collaborative role to discuss strategies and best practices, as well as work in a consultancy role with business users and lead discussions with executives and managements regarding the interpretation of research and its business inferences. May direct multiple complex research projects simultaneous as well as aspects of large and complex initiatives. Strong business acumen and previous experience with process improvement as it relates to model building, automation, validation or other statistical methods.

Required Skills:

Bachelors degree in economics, operations research, mathematics, computer science or related quantitative field. 6-8 years experience with statistical modeling and data mining using large and complex datasets. Familiar with internal and external statistical plans and sources of data and the use of spreadsheet applications. Ability to work independently with IT application developers, Finance, and UI Benefits and Tax Administrators. Experience in statistical programming languages to perform complex data analysis. Proven ability to independently research and solve problems. Excellent written and verbal skills.

Technical Competencies: Unemployment Insurance Concepts - Knowledge of UI and UI accounting preferred. Modeling: Data, Process, Events, Objects - Knowledge of activities, tasks, processes, deliverables and technique for analyzing and documenting logical relationships among the data, process or events. Statistical Modeling - Knowledge of statistical tools and techniques and ability to apply modeling processes and techniques to facilitate decisions.
