Description :

The QA Consultant shall provide professional services focused on evaluating the next gen ORCA Program to identify strengths and weaknesses in the processes and procedures being used to deliver the Program. The QA Consultant shall also provide recommendations in response to their findings. The next generation ORCA Program Charter describes in detail the established program governance and team structure. Oversight is provided by two entities: the ORCA Joint Board which meets once a month and the next gen ORCA Steering Committee which meets twice a month. The next gen ORCA Steering Committee Charter, attached hereto as Exhibit C, includes the purposes and practices of the committee.

The Program Team consists of the RPT and the Technical Consulting Team. The RPT has seven members (including the Regional Program Manager) co-located in Seattle. These team members are employees of partner agencies and are subject matter experts in their respective fields. The Technical Consulting Team includes both a project manager and a deputy project manager. The Program Team meets at least weekly to plan and monitor Program progress.

QA services shall include:
A. Evaluation of overall Program health
B. Assessment of Program plans, processes, and procedures
C. Evaluation of Program schedule, budget, and overall scope
D. Risk assessment and recommendations for risk avoidance and mitigation
E. Communications and stakeholder management

2.4 PERFORMANCE OBJECTIVES

A. Monitor overall Program health. The Program needs the QA Consultant to evaluate and monitor overall Program health, including:
1. Program management effectiveness, including team cohesion and any other aspects of project work that are important to success
2. Management of vendors
3. Effectiveness of Program organization and governance structure
4. Vendor performance including performance against the vendors Quality Assurance and Control Plans and/or the vendors contracts and scopes of work
5. Stakeholder/customer involvement and effectiveness

B. Support effective Program plans, processes, and procedures. The Program needs the QA Consultant to:
1. Evaluate and monitor the plans, processes, and procedures used by the Program to provide assurance that design, development, testing, training, and deployment activities are adhering to the contracts and requirements
2. Assess the Programs adherence to Systems Engineering for Intelligent Transportation
Systems principles and deliverables (see

C. Program constraint evaluation and tracking. The Program needs the QA Consultant to evaluate and track the Programs schedule, budget, and overall scope for adherence and achievability

D. Identify, monitor and mitigate Program risks – The Program needs the QA Consultant to:
1. Perform an initial risk assessment of the Program plans, processes and procedures
2. Evaluate risk and issue identification and management methods throughout the term of the engagement
3. Identify risks and issues and provide recommendations for a) risk avoidance and b) risk and issue mitigation strategies

E. Communicate findings to stakeholders. The Program needs the QA Consultant to:
1. Document assessment observations and recommendations
2. Present QA assessment observations and recommendations to Agency management and other groups in both formal reports and presentations
