Description:

E. Scope of Work
The Washington State Department of Revenue (“DOR”), is seeking a well-qualified independent consultant to provide Project Management services to fulfill the role of Project Director (PD) for the UCPR project. The PD shall be responsible for, but not limited to, the following activities during the work on the UCPR project:
• Lead all phases (planning, execution, close-out and transfer, if applicable) of the multi-year, multi-million dollar UCPR Project to ensure it meets all OCIO, DOR and Customer requirements, is delivered on time, and within budget.
• Obtain and maintain DOR executive management, DOR executive sponsor, DOR steering committee, Office of the Chief Information Office (OCIO), Technical Services Board (TSB) and stakeholder interest, understanding, support, and acceptance of the UCPR project.
• Establish a project leadership structure and work collaboratively to lead the UCPR to success.
• The PD position is expected to champion the UCPR project, and provide overall leadership and vision to the resources assigned to the UCPR project.
• Include independent and objective project oversight to assist in the successful outcome of this critical UCPR project by providing periodic assessments of the UCPR project as it progresses through the remainder of the procurement phase, and subsequent implementation phases.

F. Work Requirements
Work requirements for the proposing Vendors include, but are not limited to, all of the following:

• Vendor must be able to physically conduct their work at the Tumwater office location.
• Vendor must be able to participate, in person, and attend onsite project team meetings.
• Vendor may be required to perform work during hours that are compatible with other UCPR Project core team members and business area customers in order to maximize team effectiveness. This could potentially include weekends and holidays.
Note: The ASV will be assigned one or more workstations at DORs Tumwater office location as needed.

I. Mandatory and Highly Desirable Experience and Qualifications

a. Mandatory Experience and Qualifications for the Vendor:
i. Eight or more years of experience providing Project Director Services for information technology projects.
ii. Experience providing Project Director Services for at least one completed project of similar scope, size and complexity of DORs UCPR project.

b. Mandatory Experience and Qualifications for any proposed staff:
i. Eight or more years of experience providing exceptional project management skills as applied to information technology system selection and implementations and which required external project quality assurance oversight.
ii. Project Management experience must include managing large-scale complex projects that are considered mission critical systems, with a multi-year timeframe, with multi-million dollar budgets that include a mixed team of contractors and staff. This/these projects must be highly visible with numerous internal and external stakeholders, have multiple technology and business process changes, cross multiple organization units, and require external oversight.
iii. Eight or more years of experience leading and motivating a diverse group of people towards accomplishing a similar ultimate goal.
iv. Eight or more years of experience serving as a mentor to project team members.
v. Demonstrate effective management of interpersonal relations in order to build strong, trusting relationships with project teams, steering committees, sponsors, and the authorizing environment (e.g. legislature).
