Title : Software Asset Management And Orchestration- DTS - Administration - IT/Project - 50108

DTS has finished an engagement with ServiceNow to implement Software Asset Management. The basic out of the box functionality has been set up along with importing data and setting up counters. Due to the requirement that all IT be purchased through DTS but agencies owning and paying for their own software, we are needing to modify workflows to involve agencies in the sourcing process. There is additional needs for a complete cradle to grave solution including implementing Orchestration for an automated process. DTS will be completing deliverables for continued efforts 1 and 2 but is seeking a qualified vendor who can assist with effort 3 and the Orchestration implementation

Vendor must provide resumes for all candidates proposed for the project.

Project may go longer than 6 months depending on proposals.


Currently, the State is on the Istanbul release with plans to move to Jakarta in late spring of 2018. While it hasnt been decided if the State will take advantage of the new Software Asset Management SAM) system in Jakarta or wait until the Kingston version, the State would like to ensure that whatever is done in the system does not inhibit such a migration. The State would prefer any customization done now be able to translate into the new system with little to no effort so a vendor with knowledge of Jakarta SAM would be beneficial to achieve this.
The State would like to maintain a ServiceNow SAM system that is as close to out of the box as possible while meeting the requirements of the State. While a process has been determined and deliverables written up (see attached documentation), the State is willing to explore alternative solutions within the ServiceNow platform to meet the end goals of the State if it will result in a more efficient, upgradable system.
Current environment
The State has just reverted from a fully customized procurement module in ServiceNow to the ServiceNow out of the box procurement with some customization. At this time there is only Hardware Asset Management deployed in our production environment. The work that ServiceNow has completed for the Software Asset Management is still in our DEV instance. The State utilizes Microsoft SCCM to gather installation information and to deploy frequently used software to devices. After new software is purchased through the procurement system, all of it is sourced through a PO, product is “received”, assets are created, and a software installation task is assigned to the DTS Software group.
The DTS Software group is comprised of 2 individuals in the Admin/Finance group (DTS Software Coordinators) who help facilitate miscellaneous software purchases and who track the purchases and deploy installations of Microsoft and Adobe software for all Executive Branch agencies. These Executive Branch agencies are required by code/rule to purchase all IT products/services through DTS. Each Executive Branch agency is required to have their own agency software coordinator to track their software licensing. These agency software coordinators are needing to be added into this process as they are key decision makers in sourcing of software for their agency.
The scope of this entire SAM project has been to capture the information on Microsoft and Adobe purchases and installations so agencies have a system they can utilize for maintaining software compliance. While the scope of this project only includes the two manufacturers, it is important that the system not be built in such a way that it limits the future use of SAM for other products.
