This conversion has been underway since 2014. We have utilized staff from the contracting firm ProInnovation along with Ecologys IT staff to rewrite the Oracle based code. We have had significant staff turnover since the projects inception that has impacted the project timeline. Currently, we are completing the programming of the user interfaces and backend processes. The anticipated remaining work from July on will be to fix remaining critical bugs that have been revealed in our testing, assist with the implementation, fix bugs that our discovered after implementation, make any adjustments to the code to improve efficiency and response time, and serve as a programming resource during the stabilization period. We are sending out the remaining work to bid to procure the firm that best fits our need. The implementation of the redeveloped PARIS is planned for the fall of 2017. Because of limited IT staffing in the program, and the need to continue to adjust to business needs as water quality permits are re-issued, the Water Quality Program wishes to contract for the services of senior application developer(s) that have the following knowledge and skills: • Consulting, design, programming, maintenance, and/or support work for moderate risk software applications and databases. • ASP.NET, ADO.NET and Microsoft SQL Server • Knowledge of C#, NET and Object Oriented Programming • SQL Server 2014 (including SQL Server Reporting Services and SQL Server Integration Services), Visual Studio.NET, Javascript, web services • XML 1.0 or greater, jQuery, Oracle database, and cascading style sheets are also desirable. • Documenting applications (user and technical documentation). The contractor will supply an on-site senior application developer(s) that will provide assistance to the Water Quality Programs Lead Developer on redevelopment of PARIS in the Microsoft technologies listed above, provide maintenance/enhancement assistance to other Microsoft applications if needed and provide mentoring/training of entry-level developers. This work will be under the technical direction of the Water Quality Programs Lead Developer, and will be subject to periodic design and code review by the Lead Developer. The scope of work for this project is the completion and stabilization of Water Qualitys PARIS system. This includes programming, testing, documenting, and providing technical guidance and expertise.
