Description :

The North Dakota Indian Affairs Commission is soliciting proposals for a consultant to assist in the strategic planning and development of economic and workforce initiatives for the Five Sovereign Nations in North Dakota. The consultant will work closely with each Tribal Nation to assess workforce needs and identify economic assets, providing critical insights to support sustainable development and growth.

The consultant will:
1. Engage with Tribal leaders and community stakeholders to gather data and insights.
2. Conduct on-site visits to each Tribal Nation to assess workforce and economic conditions.
3. Analyze collected data and develop detailed reports and inventories as outlined in the deliverables.
4. Present findings and recommendations to Tribal leadership and relevant stakeholders.
5. Meet with Indian Affairs team on a regular basis during the duration of the project.
3.2 REQUIREMENTS
A. DELIVERABLES
The contractor will be required to provide the following to achieve the objective of this project:
1. Assess Workforce Needs - Conduct a comprehensive assessment of the current and future workforce needs for each Tribal Nation.
a. Deliverables:
i. Detailed Reports: Provide in-depth analysis of each Tribal Nations workforce needs, identifying skill gaps and areas for improvement.
ii. Employment Trends: Analyze current employment trends and project future demands within the Tribal communities.
iii. Training Needs: Determine specific training programs required to address skill gaps and enhance workforce capabilities.
iv. Workforce Development Programs: Recommend potential workforce development programs tailored to the needs of each Tribal Nation.
2. Identify Economic Assets - Identify and document the economic assets of each Tribal Nation, including natural resources, infrastructure, existing businesses, and cultural assets.
a. Deliverables:
i. Economic Asset Inventory: Develop a comprehensive inventory of economic assets categorized by type and potential for development or investment. This includes, but is not limited to:
1. Natural Resources: Oil, natural gas, water, and other resources.
2. Infrastructure: Highway access, railway systems, and other critical infrastructure.
3. Housing: Availability of housing for employees.
4. Quality of Life: Schools, healthcare facilities, and other quality of life indicators.
5. Financial Incentives: Local taxes, grants, and other financial incentives.
6. Cultural Assets: Document cultural assets that can contribute to economic development.
7. Regional Assets: Identify and document assets in surrounding communities that can support and enhance tribal economic development efforts.
B. LOCATION OF WORK/TRAVEL
The work is to be performed, completed, and managed mainly at the Offerors office. Travel to eachTribal Nation will be required. The STATE shall notprovide workspace for the contractor.
C. STATE-FURNISHED PROPERTY/SERVICES
The STATE will provide contacts for communication.
D. CONTRACT TERM, SCHEDULE, AND DELIVERABLES
1. Contract Term
The length of this contract will be from the date of award, approximately September 11, 2024, for approximately 3 months until completion, approximately December13,2024. See the attached contract for extension provisions.
