This position will provide assistance and guidance to all IT Systems Development Managers as it relates to standards and procedures in all systems development activities. In this position, this person will develop, implement and monitor the use of standardized methods and procedures for systems development. This position works closely with Systems Development Managers and their associates in understanding the various platforms and languages used to support the business and then to develop operating procedures which support each platform. This position also works closely with various project teams to educate them on the defined processes and to insure quality standards are being practiced. MAJOR DUTIES AND RESPONSIBILITIES: Assist in the development of policies and procedures to support standardize methods for Systems Development. Works with IT management to get policies and procedures approved and implemented. Gain a solid understanding of current multi-platform, multi-language environment. Assist in thedevelopment of appropriate policies and procedures that recognize the differences in multiple platforms. Responsible for assessing, consulting and driving standardization across SystemsDevelopment teams. Be involved in the training of each System Development team on standard polices. Implement designed checkpoints for monitoring and compliance. Assist outside auditors with their assessment of our General Computer Controls environment. Understand the required standards and procedures to adhere with industry standards such as; COBiT, ITIL, Sarbanes/Oxley, CMM. Insures that all IT Systems Development Life Cycle policies and procedures are documented and up-to-date. Assist in the development and implementation of testing procedures and testing tools. Assist in the design, development and implementation of quality standards and metrics that support the compliance of our quality goals and objectives. Works closely with Technical Services to insure standard practices in the transition fromdevelopment to production. COMMMUNICATIONS: Internal - IT Management (All areas); IT Systems Development – All positions; IT Technical Services Managers and staff; Internal Audit Department. External - Auditors: IT Product Vendors. Knowledge and Skills: Technical development experience using a structured development approach; Strong experience with change management tools; Strong interpersonal communication skills; Strong written communication skills; Knowledge of IT standards and policy development and administration. Strong analytical and critical thinking skills; Able to balance technical expertise with ability to build relationships; Capable of implementing process improvements throughout the organization. EXPERIENCE: Possess a minimum of 3-5 years of quality processes or related experience. A minimum of 3-5 years of development experience is required.
