Description :

Purpose :

The State of Washington Department of Labor & Industries (L&I or “agency”), specifically the Centers for Occupational Health and Education (COHE) Expansion IT Project Manager, is currently seeking one IT Business Analyst resource with Expert level experience in Personal Technical Services Category 2 – IT Business Analysis. This resource will elicit, analyze, validate, document and manage software requirements prior to and based on the outcome of a feasibility study that will recommended a solution for the COHE Best Practices Tracking System (BPTS) development project.

Scope of Work and Expectations :

For the COHE IT Project the Senior Business Analyst will be responsible for completing the following work:
? Elicit Requirements – Define requirements development process, define product vision and scope, identify user classes, select product champions, establish focus groups, indentify use cases, business rules, system events and responses, facilitate workshops, observe users performing their jobs, examine problem/issue reports.

? Analyze Requirements – Provide context diagrams, use modeling tools such as flowcharts, data flow diagrams, entity-relationship diagrams, and Unified Modeling Language (UML) notations. Create prototypes, analyze feasibility, prioritize requirements, model the requirements, create the data dictionary.
? Validate Requirements – Inspect, review, and validate requirements documents with customers and IT. Bring group to consensus. Ensure requirements are testable. Draft test criteria.
? Manage Requirements – Document and maintain software requirements. Implement document and maintain the software requirements management change control process.
? Software Requirements Specification – Document, maintain and manage version control of the software requirements specification (SRS). Document, maintain and manage version control all additional software requirements documents such as: context diagrams, flowcharts, data flow diagrams, entity-relationship diagrams, Unified Modeling Language (UML) notation, prototypes, and the data dictionary.
? IT Coordination – Work with technical staff to verify, validate, and oversee how requirements are met in technical design, system builds, and testing output.
? Provide Software Requirements Feasibility – Analyze effort, time, and costs for identified business requirements.
? Provide Software Requirements Relevance – Understand how individual requirements relate to larger business and/or project goals.
? Data Analysis – Based on validated software requirements, identify whether and /or which data will be required for the data.
? Knowledge of Project Management – Analyze the impact on how software requirements development, management, and change control can impact the IT projects schedule, scope and resource plan.
? Functional Analysis – Help improve the way software requirements are elicited, managed, and controlled on the project in order to reduce overall costs.
? System Design and System Testing – Provide input to system design and testing from the software requirements perspective as required.
? Information and Knowledge Transfer - Sharing knowledge with the L&I employees, including knowledge transfer to FTE technical staff and coaching or mentoring business area customers, is required on all work completed.
8 Additional Requirements
The vendor(s) selected may be required to be on-call for system support during testing and roll out to the users. When on-call, a vendor is required to answer a telephone call or page within 15 minutes, and to be on site, if required, within one hour of answering the call or page.
