The contractor working as an Expert-level Information Technology Business Analyst is responsible for eliciting, analyzing, and defining business requirements that are vital to WSDOT program delivery and affect various business units throughout the state. • Contractor will produce Business Analysis deliverables that are acceptable to the assigned Lead Business Analyst, the WSDOT ITD IT PMO Manager, the WSDOT ITD Assistant Director of Enterprise Implementation, the Office of the State Chief Information Officer (OCIO), and customers. Deliverables must comply with all Information Technology Division standards for quality. • Contractor will be responsible to provide the WSDOT ITD PMO Manager with weekly status reports, and participate in team meetings as required. • Contractor will be responsible to create and maintain project documentation as specified by the Lead Business Analyst and the WSDOT ITD IT PMO Manager. 3.7 Scope of Work Specific Duties The following scope of work defines the activities, deliverables, and prerequisites associated with the delivery of the project throughout all potential periods of performance. Specific duties include (but are not limited to): Elicit, analyze, and document business requirements and business rules from business stakeholders and business subject matter experts • Facilitate meetings with business management and staff, elicit and analyze business needs from business customers and Subject Matter Experts, and translate those needs into business approved product scope (not project scope) and product requirements (not project requirements). • Facilitate meetings with business management and staff, elicit and document current and proposed business process and business rules/logic. • Elicit and create IT Pre-Project Scoping Statements for consumption by ITD management in their resource planning activities. • Identify and apply appropriate Revised Code of Washington (RCWs), OCIO Policies, Standards & Guidelines, and ITPMO Standards & Practices in product-scoping efforts with clients. Elicit, analyze, and create business process and needs documentation at a level of detail defined by the project manager and the projects software development or acquisition methodology. • Analyze business processes, business rules, and workflows and document using Sparx Enterprise Architect software to produce business process maps, as-is and to-be business   Call 502-379-4456 Ext 100 for more details.
