Description
California Prison Industry Authority (CALPIA), Management Information Systems, is issuing this RFP to obtain a
Programmer/Systems Analyst that will be responsible for developing, testing, and implementing related system
modifications to the Enterprise Resource Planning (ERPlx) system and associated subsystems for a period of two (2)
years with a one (1) year option to extend.

The competent Programmer/Systems Analyst will be responsible for developing, testing, and
implementing related system modifications to Enterprise Resource Planning (ERPlx) and
associated subsystems. The nature of the work in ERPlx requires one senior level
Programmer/Systems Analyst with knowledge, experience, and skills relating to Report
Program Generator (RPG), Integrated Language Environment (ILE), Control language (CL),
Data Description Specifications (DDS), System Development Life Cycle (SDLC), and
Enterprise Resource Planning (ERP). Since the nature of the work is time critical,
increasingly complex, and detailed oriented; senior level knowledge, experience, and skilllevels
are required. Specifically for this project, the contractor will update and enhance the
ERPlx interfaces by supporting, but is not limited to, the following:
? Creation and monitoring of the ERPlx transactions and interfaces
? Training/testing personnel and users on ERPlx transactions
? Create thorough documentation
? Create and update Job Control Languages (JCL)
? Develop and enhance various reports and files
? Development and enhancement of electronic transfer of application information
? Identification and resolution of new or existing data reporting issues
? Conduct walkthroughs with development and testing personnel
? Complete knowledge transfer for the updates or enhancements



1. Programmer/Systems Analyst Minimum Qualifications:
A. Eight (8) recent years working with BPCS Enterprise Resource Planning Database
versions higher than 6.1. Having direct technical and functional experience with all
software modules inclusive of manufacturing, supply chain management, financials, and
customer relationship.
B. Six (6) years experience working in an IBM system environment, AS 400.
C. Six (6) years extensive experience with RPG ILE/CL/DDS programming language.
D. Six (6) years experience developing software solutions using an established change
management process that included change requests analysis, documenting
requirements, developing software solutions, and testing (unit, system, user, and
parallel).
E. Six (6) years experience with production support activities including monitoring the
performance of system changes, identifying production issues, monitoring resolution of
problems, and performing second level help desk support.
F. Four (4) years experience reading, analyzing and/or discussing flowcharts, and pseudocode
or logic diagrams.
G. Four (4) years experience effectively communicating orally and in writing in a variety of
situations including presentations to various types of audiences (from users to upper
management), facilitating meetings and conducting technical walkthroughs, leading,
coaching, and mentoring personnel, providing training and/or creating various types of
business communication (such as memos, issue papers, status reports, etc).
H. Four (4) years experience with leading and planning IT systems development projects
and maintenance/operations teams following the system development life cycle.
I. Four (4) years experience in all phases of testing.
J. Three (3) years experience with extensive knowledge and experience with JCL and
running mainframe jobs.
K. Intermediate skill level experience with MS Word, Excel, and Outlook
