Description :

The Criminal Justice Information System (CJIS) Business Analyst will be a key member of a BPM and Change Management team. The customers are Connecticuts local Police Departments, the Connecticut State Police, States Attorneys offices, Public Defender offices, the States 20 Geographical Area (GA) courts, and Connecticut state agencies whose responsibility is to house, supervise or otherwise “administer criminal justice” in Connecticut. These agencies include the Department of Correction, the Board of Pardons and Parole, and the Judicial Branchs Court Support Services Division.

Specific Services Required

The business responsibilities include:
• Collecting, documenting, and maintaining the business requirements for the CISS Project.
• Defining existing work processes, comparing those processes to the capabilities of a developing CJIS-produced information system, outlining the resulting “To be” business processes, and working closely with customers throughout the State to manage the change to their business processes that this CJIS system will leverage.
• Providing general business requirements consultation to the project team.
• Leading business analysis activities for various change requests for the CJIS community that impact the CISS Program.
• Being accountable for providing the Business Lead and Project Managers with the project plan inputs that are owned by the business (e.g., business requirements definition, business process model creation, user acceptance test case creation, user documentation and training).
• Reviewing and editing requirements, specifications, business processes, and recommendations related to the CISS Project.
• Developing presentation for stakeholders, officials, and other interested parties when requested by the Project or Program Manager.

Required Skills/Experience

The individual who fills this position should have solid business analysis skills and the ability to foster cooperation and coordination among the various justice partners and IS organizations within the state and local agencies. The Business Analyst should also understand the CISS software elements, information exchanges, messaging, and business needs. In addition to the standard qualifications for Business Analyst, the unique qualifications that CJIS requires for candidates applying for this opportunity include:
• Demonstrated experience with meeting with customers, asking questions and listening to learn the most detailed and fundamental details about a process, taking thorough notes, subsequently mapping a business process, and updating it with customer visits;
• Demonstrated experience performing Business Process Modeling, using Visio as the documentation tool. Candidates will be asked to provide documentation to support their claim of experience.
• Demonstrated experience leading customer change management meetings, working closely with customers and with the employer to support change management and performing other tasks which have led to a successful introduction of automated processes which replaced manual ones.
• Good English writing style, with good grammar, clear and concise sentences, clear vocabulary, and accurate spelling. The candidate will provide a writing sample as part of the interview process.
• Demonstrated ability to function after training and knowledge transfer as a single contributor, traveling to customer sites, meeting with contacts in a timely fashion, representing CJIS in a professional manner, gathering needed information, preparing notes and process diagrams, returning to customers to validate process maps and seek additional information and bringing each site visit to a complete and productive conclusion.
