Job Description Analyst: SAP SCEIS State Accounting System For Accounts Payable And Budgeting, Business Analyst, MS Office, Federal Application Financial Management

Business Analyst
Specific Duties and Responsibilities:
The following tasks are expected to be executed by the Business Analyst regarding the Accounts Payables functions:
1) Observe the daily workflow of the Accounts Payable functions to determine the best use of resources to maximize the talents and skills of AP employees.
2) Observe and determine if workloads are evenly distributed among the employees.
3) Make recommendations to management for the coordination of the daily workflow of the Accounts Payable function and establish standard performance benchmarks for the timely processing of accounts payable invoices
4) Make recommendations to management for performance metrics for the Accounts Payable function
5) Observe workflows and necessary interactions between AP and other agency work sections to determine process improvements needed.
6) Provide recommendations to CFO and Controller for process improvements over general accounts payable functions.
7) Provide review and analysis of current year expenditures for consistent use of General Ledger classifications and provide feedback and recommendations for improvements.
8) Review current procedures in place for all areas of Accounts Payable to identify the missing or out-of-date procedures and provide feedback and recommendations to CFO and Controller.
9) Identify the back-up personnel for all AP positions and determine if backup personnel are adequately trained to do the job for more than one day or for all the essential duties that would occur within a week.
The following tasks are expected to be executed by the Business Analyst regarding the Operations Budget and Reporting functions:
1) Assist CFO and Controller with a SCEIS Financial Reporting project. DOR Finance along with DOR Business Intelligence Team will work with SCEIS Enterprise Information Management to develop agency budget reports in the State SCEIS system. The Business Analyst will provide quality review and recommendations for development of reports to enhance budgetary reporting within the agency.
2) Assist CFO and Controller with the internal reporting to Divisions for Budget monitoring on a monthly basis and provide a quality control review for any work prepared by employees to support this reporting effort.
3) Observe current reporting processes for internal reporting and make suggestions and recommendations for better use of resources, improvements or best practices.
Other duties will include assisting CFO and controller in one-time requests for data and other information with time sensitivity, various administrative tasks and providing advice as relevant to daily activities within the Financial Management Division.



Required Skills:


* The successful candidate will have, at minimum, the following skills:
• Experience and expertise in gathering and analyzing business workflow processes.
• Mid-Level experience in State agency operating accounting and budgeting.
• Experience with SAP SCEIS state accounting system for Accounts Payable and budgeting.
• Experience with MS Office software especially EXCEL and WORD.
• Experience with process improvements, establishing performance metrics.
• Ability to communicate clearly and concisely, both orally and in writing.
• Ability to establish and maintain good working relationships with business users, management, vendors, and peers.
• Strong organizational, multi-tasking, and time-management skills. Ability to complete assignments on time.
