Job Description Analyst: Business Analyst, Project Manager, Development, Risk Analysis

Consultants must perform all activities to the agreed upon project plan/schedule. Work must be completed according to the specifications and standards set by the State. Consultants must:

14.1 Prepare and update as required, their parts of the Project Plan which must be submitted to and approved by the State Project Manager and the Implementation vendor;

14.2 In conjunction with State staff and the Project Manager; assist in gathering, publishing and implementing a dynamic Business Functional Requirements Document and plan; indexing it to established project timelines;

14.3 Research analyze and evaluate Federal and State statutes, regulations, and policies;

14.4 Report findings and make recommendations to management;

14.5 Coordinate with Information Systems staff in the development and maintenance of program computer systems;

14.6 Identify and provide input on IS issues and policy impact with respect to those issues;

14.7 Act as a liaison between CSEP and the Federal Office of Child Support Enforcement;

14.8 Coordinate the process of defining and requesting IS access for State CSEP staff;

14.9 Ensure quality services are delivered to the community;

14.10 Participate in statewide program planning, development and implementation; and

14.11 Participate in development of program budget and monitoring program expenditures.



Consultants must provide the following based on the agreed upon project plan/schedule.

16.1 In partnership with Requirements staff, provide progressively versioned and traceable System Requirements documentation;

16.2 Prepare and distribute Weekly and Monthly Progress Reports detailing current and planned activities;

16.3 Prepare and deliver Risk Analysis Reports as needed; include problem statement and solution analysis; and

16.4 Provide a Project Summary; inclusive of suggested Best Practices and Lessons Learned.



12. PROJECT OVERVIEW

The Nevada Department of Health and Human Services (DHHS), Division of Welfare and Supportive Services (DWSS) child support enforcement program is undergoing a technology modernization initiative to replace the child support portion of the aged Nevada Operations of Multi-Automated Data Systems (NOMADS) application with modern technology. This initiative includes a larger grouping of technical and business components that make up the current IV-D system.

Modern technology will better satisfy federal and state processing mandates, upgrade aging software architectures, and offset and avoid expensive future maintenance costs. The Feasibility Study Report documented the federally prescribed process that the DWSS undertook to define functional and technical requirements for the replacement system and to objectively select the best system replacement alternative.

The replacement system is referred to as the Nevada Child Support Enforcement Automated System (NCSEAS) and is a solution based on the California Child Support Enforcement (CSE) system.

The DWSS has set high expectations for this Nevada Child Support Enforcement Computer System Replacement Project (referred to as the Replacement Project). The system must effectively interface with external partners, systems, data exchanges, as well as with customers. It must also be intuitive and user-friendly for both beginning and experienced users and operate in an efficient and cost effective manner. To achieve these expectations and overcome limitations with the current IV-D system, NCSEAS must be able to adapt to changing business needs and be characterized as maintainable, extensible, flexible, and reliable.
