Client: Florida Department of Health, Office of Budget and Revenue Management

Description:

1. PURPOSE:
This scope of work is for business analyst services to provide documentation, testing, training, and Scrum Management required to support the operations of the Office of Budget and Revenue Management (OBRM). Contractor will provide these services to the Florida Department of Health (Department).

5. CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
5.1. Five years of experience as a software development project Business Analyst; including authoring of documentation for all aspects of the Software Development Life Cycle (SDLC).
5.2. Five years of experience with software testing.
5.3. Five years of experience with MS Project, Visio, Excel, Word, PowerPoint.
5.4. Five years of experience with facilitating meetings.
5.5. Five years of experience preparing project status reports.
5.6. Five years of experience documenting process flows.
5.7. One year of experience with Azure DevOps.
5.8. One year of experience conducting ceremonies on a project using Scrum.
5.9. Possession of a Certified Scrum Master designation.
5.10. One year of experience with FLAIR data.
5.11. One year of experience with Power BI.

6. CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. Submit a monthly activity report to the Department Contract Manager documenting all activities performed.
6.1.2. Draft weekly status report for Project Management review, as directed by the Department.
6.1.3. Schedule and facilitate meetings; including agenda and minutes preparation, as directed by the Department.
6.1.4. Prepare process flow charts, as directed by the Department.
6.1.5. Prepare design documentation, as directed by the Department.
6.1.6. Prepare application test cases, conduct application case tests, and track test status as directed by the Department.
6.1.7. Prepare training documentation and deliver training to users, as directed by the Department.
6.1.8. Maintain and monitor the project RAID log, as directed by the Department.
6.1.9. Prepare documentation for all aspects of the Software Development Life Cycle (SDLC), as directed by the Department.
6.1.10. Schedule and facilitate Scrum ceremonies as directed by the Department.
6.1.11. Prepare and maintain Scrum related documentation as directed by the Department.
6.1.12. DATA SECURITY AND CONFIDENTIALITY TASK:
The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.
