OTIS assists the Idaho Transportation Department in maintaining multi-year, multi-scenario budget and obligation planning, tracking, reporting and general management per project and statewide. OTIS is configurable by the business unit to adapt to changing business processes. OTIS includes a graphic modeling interface to assist users in planning a balanced and fiscally constrained program. OTIS tracks current, future, and prior year project programmed budgets and associated obligations. OTIS assists OTI in managing annual federal and state appropriations and obligational authority. OTIS identifies imbalances between program targets, budgets, appropriation and obligations, routinely reports meaningful performance targets and program plans for all department programs, provides metrics to decision-makers for purposes of evaluating, prioritizing, and adjusting program measure targets and costs, and provides meaningful information to decision-makers for making project program decisions. As part of the overall process, a scenario in OTIS is a portfolio of planned & proposed highway projects that covers a seven year period. Scenario merge is OTIS functionality whereby a user of the system can combine different planning versions of a project together. The scope of this PSO is to evaluate the current state and identify a solution(s) that resolves issues with the scenario merge process which creates errors, service interruptions and work stoppages. Agency Expected Deliverables 1. Reviewing, understanding and implementing defined customer requirements. 2. Reviewing, understanding identified problems. 3. Testing and verification of operation consistent with user requirements. 4. Source Code meeting ITO quality standards and in conformance with established procedures. 5. Release of object code meeting ITO quality standards and in conformance with established procedures. 6. Interacting with technical and non-technical staff as needed in the execution of the above. Specific Skills Required (Programming languages, databases, operating systems, etc.) 1. 5 years C#/.Net experience in a web-based and desktop environment; 5 years SQL database development experience; Report development with SSRS; Understanding of data communication between disparate systems; Programming of major enhancement features and bug faxes to existing systems. 2. Ability to communicate technically (verbally and in writing) with other developers, system architects, and technical managers is crucial. 3. Ability to communicate (verbally and in writing) with non-technical business subject matter experts, stakeholders and project managers for clarifications, to define rules, and to provide explanations is critical. 4. Prior experience with the following systems is a must, including Visual Studio and TFS; 5.
