Description :

The Commission does not currently contract for communication services as specified in Attachment 1. Commission staff carry out communication efforts to the extent of their available time and capabilities; there is no professional communications staff currently employed by the Commission. The NDWC board has instructed current staff to expand communications efforts through a communications agency, specifically an entity with commodity checkoff and wheat industry experience at a level capable of developing and executing the comprehensive communications and outreach program outlined above.
The communications agency must have knowledge of or experience working with our core audience and stakeholder partner entities, which includes wheat producers, international wheat buyers, millers, processors and consumers; working knowledge of wheat and commodity markets, wheat-related research and related technology, the domestic wheat industry and evolving consumer product and preference trends. Familiarity with other, similar state wheat organizations and affiliated national wheat organizations is also preferable. This working knowledge is key to the agencys ability to work independently with guidance from Commission staff currently fully employed in their current professional roles at the Commission.
Given the specific scope of work, the Commission conducted an extensive internet search and explored potential solutions with other, similarly organized state wheat check-off organizations in neighboring states. These organizations have similar goals, missions, and programs and provide valuable, pertinent experience that is helpful in the search for and obtaining referrals for communications agencies that can meet the Commissions communications needs. McCracken came highly recommended by a neighboring state wheat commission for the following reasons:
1) McCrackens primary clientele is agricultural check-off-funded organizations.
2) They have vast experience working with producers, including wheat producers, which are our primary audience.
3) The founder of McCracken Consulting was previously employed by a check-off organization, has a professional background in, and understands the intricacies of check-off organizations mission, complex programming, and (merit-based matching funds) budgeting requirements.
4) This agency has knowledge of the wheat industry and experience working with some of our partner organizations at the national level, including US Wheat Associates and the Wheat Foods Council, both of which the NDWC has existing contracts and alternate procurement agreements.
5) The agencys background in the wheat industry and with check-off organizations substantially reduces the learning curve aspects of understanding the Commissions work and allow them to immediately initiate the updated, expanded NDWC communications plan.
6) Given their experience with other wheat organizations, McCracken has working knowledge of wheat related news and information sources, USDA statistics and other pertinent data resources, established, verifiable contacts in the broader wheat industry, allowing them to carry out the objectives of the NDWC communications program with effective, limited guidance from existing staff.
Further research regarding the agency, along with multiple virtual meetings with Commission staff, reinforced the opinion that McCracken is well suited to meet our unique communications goals and requirements. In short, since the Commission does not employ a communications staff member, we are confident this agency has the capability to represent the North Dakota Wheat Commission in that capacity.
