This solution will be used by the STATE as a resource that supports public policy analysis, programmatic design, and exploratory analysis related to outcomes and impact of early childhood investments, programs, and policies. In developing the Technical Strategy, where possible, the successful offeror is expected to consider leveraging existing on-premises infrastructure and technology based on capability, cost, and overall efficiency. The resulting data will be housed within Information Technology Department (ITD)-managed systems on the STATE infrastructure or designated cloud environments. With this RFP, the STATE is not seeking to acquire new technology or software. The project will utilize existing STATE technology and infrastructure identified in Attachment B - Technical Architecture Overview. The objectives and deliverables listed below are not all-inclusive. An offeror must be able to meet these objectives and provide any further details/discussion that the STATE should consider based on best practices and the offerors expertise. Specifically, the STATE requires the successful offeror to: DEVELOP A TECHNICAL STRATEGY FOR THE ND ECIDS • Develop a strategy for sharing child-level data between ECIDS-connected datasets, based on an analysis of constraints and opportunities. • Determine the ND ECIDS information requirements by working with HHS data stewards and project sponsor to identify core data elements needed to enable reporting and analysis, including a comprehensive and aligned approach to support HHS-defined priorities for disaggregation of data. • Develop data governance practices and tools to guide ECIDS implementation, including language that frames expectations of participating systems and rules of data exchange, data sharing agreements as needed, an articulation of business rules and thresholds related to data integrity/data quality. • Incorporate into the technical strategy, implementation of data management resources available via the STATE incidence of IBM®Infosphere, including data definition (Information Analyzer), data quality management (Quality Stage), data lineage, and data profiling (Information Governance Catalog). • Help the STATE evaluate incorporation of ECIDS-connected datasets with current Master Client Index (MCI) solution (IBM®InfoSphere Master Data Management (MDM) Inspector). • Create design documents, including design details for all Phase 1datasets (See Attachment C - Description of data systems included in ECIDS Phase 1) o Teaching Strategies (including Best in Class, Head Start, and other state-client programs, as available) o Work Life Systems (operates the consumer education and referral system) o Insight Data System (operates the state EC workforce registry and quality rating and improvement system) o Vital Records   Call 502-379-4456 Ext 100 for more details.
