Client: Massachusetts Bay Transportation Authority(MBTA)

Description:

1. INTRODUCTION
Through this engagement, the MBTA seeks qualified and experienced support (the Advisor) in the development of a Needs Assessment, RFP, and procurement of new parking technology solutions and related equipment.

2. SCOPE OF WORK
PHASE 1: Needs Assessment

The Advisor will first work with the MBTA to complete a comprehensive Needs Assessment to guide the development of and RFP and eventual procurement. The deliverable for the Needs Assessment may be delivered as a written report, a slide deck, or other format as agreed to by both parties.

At a minimum, the Needs Assessment should include:
• An evaluation of the MBTAs current parking technology stack from the perspective of meeting:
o MBTA business needs
o MBTA parking customer needs
o Industry security and resiliency standards
• An indicative view of possible technical solutions that could provide added business intelligence, customer convenience, or other benefits
• Indicative financial and other resourcing budgets for up to three scenarios, to be defined jointly by MBTA and the Advisor, where various elements of the parking technology stack are upgraded or replaced
• Indicative timelines for implementation of new technologies

To arrive at this Needs Assessment, the Advisor will conduct a thorough review of, at minimum, the parking technology components listed in Section 1.2.3, as well as conduct the following activities:
• Review APIs: PayByPhone, MCS VATS
• Collect Customer Feedback through a structured research process, which may be aided by MBTAs Office of Performance Management and Innovation
• Discussions with AFC2.0 team to ensure compatibility of potential solutions
OPTIONAL PHASE 2: RFP Development
Following completion of the Needs Assessment, the MBTA may ask the Advisor to assist in the development and drafting of one or more RFPs to implement the vision defined in that document. Steps to achieve this may include:

1. Definition of Process: In collaboration with MBTA, the Advisor will provide recommendations for the phasing and evolution of the procurement process (Q&A, Schedule, Background Information, Submission Requirements, and Procurement Management tools).
2. Recommended Business Terms: The Advisor will make recommendations to the MBTA on business terms that may help achieve strategic goals of the procurement (e.g. term of agreement, SLA and KPI frameworks)
3. Draft Procurement Documents: The Advisor will work with the MBTA and other advisors to develop draft procurement documents (e.g. RFQ, RFP, others as needed).
4. Evaluation Criteria: The Advisor will work with the MBTA on the development of evaluation criteria to ensure a fair and competitive procurement process.
5. Potential Respondents: The Advisor will compile a list of potential Respondents to the RFP and produce a list of the appropriate contacts at each organization to receive and respond to the RFP.
