The successful offeror will provide the services essential to crafting a strategic plan including, but not limited to, the deliverables stated below. 3.02 Deliverables The contractor will be required to provide the following deliverables: 1) Conduct focus groups with leaders (external) and staff of BND to gather information, insight, and recommendations related to the plan. a) Financial institution focus group b) Economic development focus group c) Education market focus group d) Advisory Board e) Bank management f) Bank employees g) Other stakeholders i) Ex. Governors office 2) Craft strategic initiatives within the strategic plan. 3) Create bank-wide and division level performance measures (MBOs). 4) Establish key measurements where possible and appropriate. 5) Write a 3-year strategic plan for BND. 6) Provide a time table for estimated completion of the above deliverables with a target completion date of 10/1/2017. 7) Provide 2nd and 3rd year review and update sessions. 3.03 Location of Work The State will provide workspace for the contractor for the portion of the work that needs to be performed on-site. 3.04 Experience and Qualifications No specific minimums have been set for this RFP. The offeror must cite experience in the strategic planning field, including consulting for financial institutions. The state requires 3 references from clients. 6.03 Methodology – Quality of the Plan to Accomplish the Work Offerors must provide comprehensive narrative statements that illustrate their understanding of the requirements of the project, deliverables, project schedule, and contract terms and conditions. Offerors must also identify any pertinent issues and potential problems related to the project. Offerors must provide comprehensive narrative statements that set out the methodology it intends to employ. Offerors must illustrate how the methodology will serve to accomplish the work and complete the deliverables described in the scope of work. 6.04 Experience and Qualifications Offerors must describe the experience of their firm in completing similar projects, including financial institution strategic planning consulting. Additionally, offerors must information specific to the personnel assigned to accomplish the work called for in this RFP. Offerors must provide a narrative description of the organization of the project team and a personnel roster that identifies each person who will work on the contract and provide the following information about each person listed: (a) title; (b) resume; (c) description of the type of work the individual will perform; and (d) the number of estimated hours for each individual named above. If an offeror intends to use subcontractors, the offeror must identify in the proposal the names of the subcontractors and the portions of the work the subcontractors will perform. Offerors must provide a minimum of 3 reference names and phone numbers for similar projects the offerors firm has completed. The State reserves the right to contact any references provided by the offeror. Offerors are invited to provide letters of reference from previous clients. 4. TERMINATION a. Termination by Mutual Agreement This Contract may be terminated by mutual consent of both parties executed in writing. b.
