General Requirements

Interviews for these positions may be conducted via web video sessions or in person. Resources must have access to a web-camera equipped computer at the scheduled interview for interviews not conducted in person.

These positions require a fingerprint background check prior to award. Resources with any felony or certain misdemeanor conviction(s) will be immediately removed from the project. ITD reserves the right to either terminate the PSO, terminate and reissue the PSO for responses, or allow the Contractor to replace the non-compliant Resource with a compliant Resource of equal abilities. Reference Section 11.3 of the Contract for further details regarding the replacement of Contractor employees.

Contractors must not submit a response with a Resource(s) convicted of the following:
• Any Felony
• Misdemeanor offence within two (2) years immediately preceding this PSO
• Misdemeanor sex crimes
• Misdemeanor crimes of deceit
• Two (2) or more Misdemeanor DUI offenses within five (5) years immediately preceding this PSO

While providing services for ITD under this PSO, the Contractors Resource must maintain a workplace free of harassment, alcohol, drug, and violence. Further, the Contractors Resource must comply with ITDs computer, email, and internet usage policy (Administrative Policy 5510) at all times. This policy is incorporated in this PSO by this reference and will be provided to the Contractor upon request.
Personally Identifiable Information: Pursuant to this Agreement, the Contractor may collect or the State may disclose to the Contractor, Personally Identifiable Information (PII), which the State in conformance with Title 49, Chapter 2 Idaho Code and the Federal Driver Privacy Protection Act, regards as confidential. PII is information that identifies an individual, including, but not limited to, an individuals photograph, social security number, driver identification number, name, address, telephone number, and any medical or disability information. PII shall belong solely to the State, and the Contractor shall use such information only in the performance of its services under this Agreement. The Contractor shall not disclose PII to any third party except with the States prior written consent, or under a valid order of a court or governmental agency of competent jurisdiction, and then only upon timely notice to the State. The State may require that the Contractors officers, employees, agents or subcontractors agree in writing to the obligations contained in this section. All PII shall be returned to the State within twenty (20) working days of termination of this Agreement. The confidentiality obligation contained in this section shall survive termination of this Agreement. The Contractor shall notify the State within 24 hours of any loss, theft or inadvertent disclosure of PII.
Scope
Note: All work must be conducted onsite.

Knowledge transfer and support/development of Highway Safety applications. There are four main applications.
• eImpact – This is the crash entry application used by every law enforcement agency in the state of Idaho
• Circa – This is a crash cleansing application used by the Office of Highway Safety
• WebCARS – This is a crash reporting and grants web application
• SWET – This is a State-Wide Electronic Ticketing application

Work closely with Highway Safety, Idaho law enforcement agencies and the Supreme Court to provide critical support as necessary. Assist law enforcement agencies with the installation of eImpact and SWET. Review applications as we are looking to modern
