We are seeking qualified vendors to provide consulting services for a multi-phase effort that includes conducting a thorough study, preparing for project implementation, and offering Independent Verification and Validation (IV&V) services. As part of this project, MDOT must adhere to compliance standards mandated by federal agencies such as the US Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). These requirements encompass various aspects of transportation projects and funding, ensuring adherence to federal regulations and guidelines. Financial systems operated by state DOTs must be certified to meet specific federal requirements. Project Phases Phase 1: System Study Objective: Assess the current FMS and related core applications, conduct an ERP market analysis, and provide a modernization roadmap with a primary focus on the financial management system. Deliverables: A detailed Business Case and an executive-level presentation outlining findings and recommendations. Phase 2: Project Preparation Objective: Should the study recommend procurement of a new system and receive approval, assist MDOT in documenting the necessary requirements and plans for the formal procurement process. Deliverables: Comprehensive documentation for procurement and detailed implementation plans. Phase 3: IV&V Services Objective: Serve as an independent body to verify and validate the implementation process of the new FMS, ensuring it meets MDOTs standards and requirements. Deliverables: Ongoing IV&V reports and validation assessments throughout the implementation phase.
