The project scope includes: • Implementation, testing, and operational rollout of two advanced analytics modules to be added to the existing Medicaid Decision Support/Data Warehouse solution (DSS/DW). This activity includes a web portal Medicaid providers and state staff will use to access healthcare cost and quality information. • Establishment of bi-directional data interfaces between Idahos health information exchange (Idaho Health Data Exchange) and approximately 300 primary care clinics Electronic Health Records systems. • Establishment of a bi-directional data interface between the health data exchange and the Medicaid DSS/DW. • Coordination and alignment of project efforts with Idahos SHIP project. The project team will consist of state personnel, IT contract staff and Medicaids current DSS/DW supplier, Truven Health Analytics. Agency Expected Deliverables The Data Warehouse ETL Specialist will work on the building, collecting, storing, processing, and analyzing of huge sets of data. The primary focus will be on implementing, maintaining, and monitoring data solutions. This person will also be responsible for integrating the data with the architecture used across Medicaid as well as the following: • Implementing and testing any data tools and frameworks required to provide bi-directional capabilities and analytics • Implementing ETL processes • Monitoring performance and advising any necessary infrastructure changes • Defining data retention policies • Connecting a bi-directional data interface between Idahos Health Information Exchange (HIE) and approximately 300 primary care clinics Electronic Health Records (EHR) systems • Connecting a bi-directional data interface between Idahos Health Information Exchange (HIE) and Medicaid DSS/DW • Working diligently with Medicaid vendors and primary care clinics • Written documentation and training at the completion of each deliverable required. This documentation to be utilized by the Division for future training and reference. • Knowledge transfer of all deliverables and processes to DHW staff during and at completion of the deliverables. Specific Skills Required (Programming languages, databases, operating systems, etc.) • Rhapsody certified • To enjoy being challenged and to solve complex problems • Excellent oral and written communication skills • Proficient in designing efficient and robust ETL workflows • To be able to work with cloud computing environments • To be able to work in teams and collaborate with others to clarify requirements • To be able to assist in documenting requirements as well as resolve conflicts or ambiguities • To be able to tune solutions to improve performance and end-user experience • To have strong coordination skills to handle complex projects • Proficient understanding of distributed computing principles • Experience with building stream-processing systems • Good knowledge of data querying tools • Experience with integration of data from multiple data sources Desired but not required • Bachelors or Masters degree in computer science or software engineering • Experience working with Electronic Health Records systems and/or vendors • Experience working with Health Information Exchanges • Understanding of healthcare data exchange standards, e.g., HL7, CCDA • Knowledge   Call 502-379-4456 Ext 100 for more details.
