Services primarily consist of assisting NYSTRS with defining roles, configuring workflows, and implementing procure-to-pay (“P2P”) best practices for the following FSCM components: Supplier Contract Management, Purchasing and Accounts Payable. NYSTRS intends to make a single award to the responsive and responsible Bidder, as determined by the evaluation process (the “Contractor”); however, NYSTRS reserves the right to make multiple awards, if in NYSTRS best interest. Contractor will be required to enter into a contract with NYSTRS, similar in form and substance to the sample contract attached hereto as Appendix C. Proposals submitted in response to this solicitation must comply with the instructions and procedures contained herein. SCOPE OF WORK NYSTRS seeks a proven and experienced consultant providing a well-defined methodology, documented successes in the implementation of PeopleSoft applications, professional and experienced resources, and the ability to assume contractual responsibility for the provisions outlined in this solicitation. NYSTRS is interested in partnering with a consultant with significant implementation experience assisting government agencies in implementing the PeopleSoft functionality identified herein. PeopleSoft 9.2 HCM and FSCM applications are already being utilized at NYSTRS. This project is to setup and configure P2P functionality. Additionally, the consultant will be responsible for setup and integration of the Supplier Contract Management Module. The consultant shall provide training, technical documentation, and knowledge transfer. The consultant will work with Finance and Information Technology department staff. Preference will be given to the consultant that has experience configuring P2P functionality in FSCM. Services shall include consultation on how NYSTRS current business processes can be mapped to delivered PeopleSoft 9.2 FSCM functionality, as well as the identification and recommendation of process modifications and configurations that would align with best practices, including but not limited to defining the processes, controls, user security roles, and preferences to configure P2P workflows, rule groups, and best practices in the following areas: OBJECTIVES The focus of the project will be on the FSCM applications, structures and processes that directly interact within a procure to pay process to: 13.1. Compare the currently-utilized functionality to the available, out-of-the-box functionality. 13.2. Identify any resulting gaps using fit-gap analysis. 13.3. Ensure a complete knowledge transfer such that NYSTRS will be fully capable of using and maintaining the system upon configuration and utilization. 13.4. Develop and implement process changes that utlize FSCM functionality and increase transparancy where possible. 13.5. Comprehensive technical documentation of all deliverables and processes. The following goals and objectives have been identified as part of this agency-wide initiative: 13.6. Utilize the “out-of-box” FSCM functionality wherever possible, alleviating the need for excessive customizations and/or configurations. 13.7.
