Job Description Engineer: Microsoft Visual Basic .Net, GUI, .Net, XML Microsoft.NET OO SOAP Debugging Web

The agency needs to continue the service of a .NET Application Architect. The candidate will serve in the capacity of a .NET Application Architect participating in certain design and development activities in support of the agencys development of a SACWIS Title IV-E Eligibility application. The specific focus of this candidate will be the design and development of .NET environments. Specifically, the candidate will be responsible for recommending and implementing .NET application design standards and configurations for the agencys enterprise web applications that rely in a .NET-based infrastructure.

SPECIFIC SERVICES REQUIRED:
In the role of the Application Architect, the following services are required:
1. Leads planning, design and development of the core technology and architecture of large-scale distributed systems, midrange to client server and n-tier e-commerce applications and solutions.
2. Designs systems integration plans; develops moderate to complex software modules; populates an application host and configuration matrices using industry standard strategies.
3. Leads application design sessions, and develops general and detailed design specifications for moderate to complex systems.
4. Assist in the design and development of the database architecture including relational data structures, data marts, data dictionaries and logical and physical data models.
5. Assist to develop strategies for data acquisitions, archive recovery, integration and implementation enterprise databases.
6. Assist in migration and integration of data and processes from legacy systems to new applications and new technologies.
7. Assists in the development of information systems blueprints, design patterns, templates for best-in-class software development and to ensure high levels of software re-use and the migration towards service-oriented architecture (SOA).
8. Provides the knowledge for Enterprise Wide Technology Architecture (EWTA).
9. Develop processes and procedures that allow the agency to fully exploit its data assets.
10. Documents and communicates the .NET architecture to all levels of the organization, including data architects, design specialists, application developers and management.

REQUIRED TECHNICAL SKILLS AND EXPERIENCE:

Refer to the State contracts for IT Professional Services Agreement (12PSX0251) for general experience and skill requirements for the job classification of Software Engineer 3. For this position, the candidate shares experience and judgment with team to plan and accomplish goals, leads groups in performing a variety of complicated tasks, mentors less experienced staff, a wide degree of creativity and latitude is expected. In addition, the agency requires:


A 10 or more years of prior experience demonstrating the following knowledge and skills:

1. Experience in the analysis and design of application GUI solutions within appropriate human factor standards that are intuitive and highly usable.
2. Experience with the Microsoft Visual Studio .NET integrated development environment, including development, debugging and deployment.
3. Expertise with traditional HTML editors, such as those found in Visual Studio as well as experience with other GUI-related development tools.
4. Experience with XML and related technologies and standards, such as the development of schema definitions (XSD), XML parsing and the development of XSLT.
5. Experience with the use, design and implementation of SOAP XML constructs as required for exchanging structured and typed information between peers in a decentralized, distributed environment.
6. Experience in the design, development, deployment and maintenance of web services using Microsoft .NET Visual Basic language constructs.
