Client intends to make a purchase for which we believe there is limited or no competition. The purpose of this notice is to determine if other sources are available and whether the procurement method is appropriate. An interested party who provides an alternative to the commodity or service is invited to submit a written response to the procurement officer by the response deadline. Purchase Description: State is purchasing a statewide Electronic Visit Verification System (EVVS) to verify that Home and Community-Based Services (HCBS) are delivered according to prescribed policies and procedures. Overtime and other required data will be gathered to comply with the Fair Labor Standards Act (FLSA), Home Care Final Rule, and the 21st Century Cures Act (Cures Act). The EVVS provided by Vendor will provide an electronic method for capturing the Individual Service Provider/Qualified Service Provider time between individuals and to calculate any overtime as it relates to FLSA Home Care Final Rule. In order to prevent fraud and improved service delivery and program oversight, the EVVS provided by Vendor will utilize multiple technologies to capture and track time, location, and tasks performed by direct service and/or in-home workers during service delivery. The EVVS provided by Vendor will be scalable and configurable so that new functional features can be added and more users may be supported in the future without any effect to the underlying architecture. The architecture of the EVVS will be flexible and able to add future populations, programs, and services, which have different policies and procedures. The EVVS will be able to be configured to support different business rules from multiple programs. The EVVS provided by Vendor will be a secure, HIPAA-compliant, cloud-based solution hosted by Vendor that utilizes applications installed on private personal electronic devices to capture information relevant to services being rendered by providers. For verification of provider, time of service, service duration, location, and individual, the EVVS will provide at least one electronic, telephonic, and manual option. All options must also capture the service being provided and any ancillary service documentation. The EVVS provided by Vendor will be used by State Administrators, Program Managers/Case Managers, Provider Agency Administrators, and Individual Service Providers to capture and track time, location, and tasks performed by direct service and/or in-home workers during service delivery.
