Senior NOC Technician
Long Term Contract

General Description:
In addition to performing the NOC day-to-day tasks/responsibilities described in the NOC description of service, the NOC Senior Technician shall be in charge of the NOC-related tasks within his/her shift. The Senior Technician shall be a technical mentor for all technicians on his/her shifts, develop technical documentation/procedure, provide training, and make certain that all staff on his/her shift follow the NOC standard operating procedures. An individual acting in this capacity must have a strong background in information and telecommunication systems; conceptual, analytical and innovative problem-solving ability; and a willingness to seek advice or assistance from the Banks technical staff when necessary. He/she shall proactively review and monitor service indicators in order to ensure adherence to agreed-upon service levels, report and respond to critical security events and take corrective measures per defined security incident management processes. He/she must have effective verbal and written communication skills and the ability to work under pressure in a busy environment, deal sensitively in a multi-cultural environment, and build effective working relations with clients and colleagues.

Essential Knowledge/Competences and Education:

The NOC Senior Technician must have 5 - 10 years experience in the telecommunications industry, networking professional experience with strong background in LAN/WAN technologies. He/she shall have Bachelors of Science degree or equivalent work experience, technical school diploma, or a CCNA and CCNP certification. A minimum of six months to five years familiarity with the Banks Network, both Headquarters and Global communication network is preferred.

The Network Operations Center (NOC) is part of our clients Technology Engineering & Operations (IMTTE), which falls under the Information Management and Technology (IMT). The NOC is primarily responsible for monitoring the global network (voice, data, and video), troubleshooting global and local links, logging and tracking problems, testing new link/network equipment for readiness, and coordinating and scheduling downtime. The NOC also administers daily operation of the videoconferencing service, which averages over 2500 sessions and approximately 12,000 sites per month, including desktop users.

Currently the NOC team monitors over 100 communication links that provide voice, data, and video services to the Banks Country Offices and Distance Learning Centers. The NOC works around the clock to minimize any downtime through collaboration between the Network Engineers and third-party communications vendors.



The NOCs responsibilities include (but are not limited to):

1. Performing monitoring and first-level troubleshooting of the Banks Local Area Network (LAN) and Global Communications networks.
2. Minimizing network downtime.
3. Supporting successful connection of videoconference sessions based on the daily schedule. This includes sessions with the Bank Country Offices, as well as non-bank sites.
4. Acting as a point of contact for the Country Office Information Technology staff , in case of network and communication-link problems.
5. Working and collaborating with Engineers to keep various network management tools and alarm activities up-to-date, to ensure that pro-active actions are taken.
6. Working and coordinating with technical support personnel, both internal and third-party vendors in order to provide fast resolutions for network and communication link problems.
7. Taking ownership of all Global Communication Network problems by recording incidents in the appropriate incident-management
