Job Description Manager: IT Experience, Mitigation Plans, Testing Background, Development

Description:

Day-to-Day Tasks include, but not limited to:

Work on complex software in a fast-paced, high volume work environment
Manage multiple projects at the same time
Provide regular status updates to upper management on various projects and keep them abreast of risk, issues, and mitigation plans
Guide requirements gathering meetings to elicit functional and/or operational requirements to define system functionality and current operations
Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff
Evaluate design, development, testing, and confirm that results are consistent with the system or business processes.
Analyze and revise flow charts, process models and technical specs describing as-is or to-be IT systems or business processes
Utilize effective communication and facilitation skills to engage with business owners, IT program team members, and management

Mandatory Qualifications:

Plans, organizes, and integrates cross-functional information technology projects that are significant in scope and impact.
84+ months-Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Preferred Qualifications:

12 months experience managing COVID 19-related projects, including eliciting and analyzing the requirements and implementing IT solutions
48 months of experience managing, coordinating, and tracking activities related to Open Enrollment with one or more State-Based Marketplace or the Federally Facilitated Marketplace.
48 months of experience managing and maintaining interfaces, with other New York State agencies and New York State and Federal hubs.
48 months of daily experience with Rational Team Concert (RTC).
60 months of experience working on an IT implementation of the Affordable Care Act, which includes automated Eligibility determination and automatic Enrollment into a chosen plan.
84 months of experience in managing large ($100 million or greater) complex IT projects where regular interactions with executive-level stakeholders has been required.
84 months of experience managing change requests, including reviewing scope, deliverables and constraints, and providing post deployment support.
Bachelors Degree
