Standards and Guidelines The proposed information technology solution is required to comply with the STATEs information technology standards and guidelines unless an exemption is obtained. Security standards are available upon request by contacting the procurement officer for this RFP. Information Technology Department (“ITD”) Enterprise Architecture Standards and Guidelines Hosting – Approval Required for Vendor Hosted Solutions State law, N.D.C.C. § 54-59-22, requires ITD host all information technology systems unless a hosting exemption is granted. The STATE will consider a vendor-hosted solution; however, award of a contract for any vendor-hosted solution will be contingent upon approval of a hosting exemption. If the hosting exemption is not approved, the STATE will reject the proposal as being not responsive to this hosting approval requirement. SOFTWARE REQUIREMENTS a. Offerors software must run on Windows 7 and higher. b. All data collected as part of the contract that results from this RFP is the sole property of the STATE. 3. DATABASE SPECIFICATIONS a. If the software solution is to be hosted by the STATE, the database must be Microsoft SQL 2012 or 2014, or Oracle 11gR2 or 12c. The STATE prefers Microsoft SQL 2012 or 2014 for this project. Professional Services Requirements: The Offeror will be responsible for: 1. Maintaining accurate building and cost drivers within the building valuation management software system. 2. On at least a semi-annual basis (preferably quarterly), provide updates or trending factors, or both, for inflation, and applying adjustments to properties out of the building valuation cycle. 3. Maintaining the building valuation system software and all data used in deriving property values. 4. Software updates: a. If the Offerors software system is hosted by the STATE, provide any software or software updates to the STATE, and assist the STATE installing any software and software updates so that the STATE may install them on the STATEs system. b.
