Client: Maryland Health Benefit Exchange (MHBE)

Description:

The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Childrens Health Insurance Program (MCHP).
MHBE seeks up to two (2) Applications Programmers (Senior Java/Angular Developers) to support the MHBE. The Applications Programmers will be responsible for understanding, defining, analyzing, coding, evaluating, testing, debugging, documenting, and implementing complex software applications for the development and maintenance of the Maryland Health Benefit Exchange (HBX) and related systems.

(From Section 1 Above) Duties / Responsibilities
Applications Programmer
Design, develop, maintain and support enterprise applications in Java/J2EE under the HBX technological platform utilizing open-source driven Java EE architecture, Angular JS, HTML, Struts, Spring, Hibernate, RESTful API, and JBoss Enterprise Platform.
Interface with business and IT teams to understand and translate business requirements into formal technical requirements and application code.

Develop and execute quality unit test and integration plans/scripts to validate that application changes meet technical specifications.

Work with testing team and business teams to complete acceptance testing and participate in integration testing.

Participate in technical reviews at appropriate stages of software and application development.

Adhere to all security, Project Management Office (PMO) change control, work management and service delivery policies, processes, tools and methodologies.
Note: The candidate must have the flexibility to work overtime, as needed, to include weekends, holidays, and off-hours.
Minimum Qualifications
For minimum qualifications, see the labor category description in the MHBE IT IDIQ RFP for the subject RFR labor category. In addition, qualified candidates should, in general, meet the minimum qualifications specified below. Please refer to RFP Section 2.6.1 Minimum qualifications for substitution requirements. Candidates that do not meet minimum qualifications will be deemed not reasonably susceptible for award and will not progress to full evaluation.

Applications Programmer
A minimum of five (5) years of experience in Java/J2EE, JavaScript, JSP, Servlets, Struts 2.0, Spring, Hibernate and Web Services.
A minimum of three (3) years of experience in SQL performance tuning.
A minimum of two (2) years of experience in Integrating Java application with MongoDB content management solution or equivalent.
A minimum of two (2) years of experience in Angular JS technology.
Knowledge of SOA and web services internals.
Proven experience in designing and working with n-tier architectures (UI, Business Logic Layer, Data Access Layer).
Proven strong analytical and debugging skills.
Ability to work collaboratively with business users, managers and non-technical staff.
Experience with managing multiple priorities and tight timelines.
