Description :

We are looking for a manager to take ownership of Federal Employee Program Applications Services (FAS). The FAS Portfolio consists of the following types of Applications

Cost Management
Enrollment and Statistical Reporting
Fraud Information Management
Plan Performance Evaluation
Plan Online Access
FEP Security

These applications are hosted with various technologies such as JAVA, ColdFusion and SQLServer

Primary Responsibilities
Responsible for the development of a roadmap of the FAS applications as well as planning and maintaining the FAS applications.
Responsible for overall understanding of the FAS area, its applications, usages and user community.
Work as the product owner for the FAS components of the FEP Informatics Management program.
Participate in planning and yearly release planning sessions.
Responsible for intake, resolution and documentation of issues reported by Blue Plans, Help Desk, and Vendors regarding various Consumer Tools issues.
Developing a roadmap for the future direction of the FAS area, its applications, and future requirements and how those requirements can be met for the good of the business units.
Defining repeatable processes for the support and maintenance of the FAS applications.
Define Standard Operating Procedures for FAS Support and Maintenance
Create an inventory of the FAS applications, their user community and basic functionality.
Oversee the FAS operations and report to the senior management

Requirements:
Requires an advanced degree in health science, quantitative social science, public health, health services research or business, or BA/BS with demonstrated equivalent work experience
Requires 15+ years of healthcare Payer industry experience. 5 to 10 years of experience in Health Care (managed care, academic, or govt payer), 5 or more years of experience as a Health Data Analyst, or related role in a health care setting.
Requires mastery of clinical coding, clinical treatment, large-scale health databases, health statistics, program evaluation methods, data management methods, quality measurement methods, health insurance business principles, general business/finance principles.
Must be able to multi-task under tight deadline
Analytical skills, including data analysis
Ability to think strategically
Excellent communication, oral and written skills (including strong listening skills)
Care management, product, benefit, and healthcare industry knowledge
