Description : The STATE is soliciting proposals for a vendor to assist STATE with crafting and recommending legislation and/or legislative amendments that will outline the building code supervisors responsibilities and powers, as well as framework necessary for the effective implementation and continuous improvement of building codes. The vendor will also be required to craft and recommend a program that will provide financial assistance for retrofitting existing buildings and incentivizing the adoption of advanced building technologies and practices that comply with or exceed the updated codes. The work involved in this solicitation may also include, but not be limited to, creating a detailed analysis that outlines the current legal and regulatory landscape affecting building code nationwide and recommend legislative, regulatory, and policy proposals aimed at fostering a contemporary building code policy in North Dakota. At all times the vendor shall work closely with STATEs staff and STATEs other vendors, including STATEs contracted program manager, JW Hammer LLC. To be considered for this contract award, it is highly recommended that the Offeror meets the experience requirements. While meeting these requirements is not mandatory, proposals from Offerors with background experience in a majority of the areas listed by Purchasing Agency will be given preferential consideration. 3.2 REQUIREMENTS A. DELIVERABLES The contractor will be required to provide the following to achieve the objective(s) of this project: Create a Comprehensive Study on Legal, Regulatory, and Policy Challenges, Opportunities and Solutions to the Current State of the Building Code Enforcement in North Dakota. The Study consider the elevation of the the quality of construction but also to ensure buildings are better equipped to withstand natural disasters, thereby reducing potential insurance claims and costs related to property damage and include but is not limited to: 1. A detailed analysis that outlines the current legal, regulatory, and policy landscape and framework detailing the current state of North Dakotas building codes, the possibility of introducing a State Building Code Supervisor in North Dakota, and a subsequent grant program. 2. A Comparative Analysis with Best Practices Recommendations that examines the legal, regulatory, and policy frameworks of other states and identifies best practices that can be adopted or adapted by North Dakota in relation to creating a State Building Code Supervisor, updated building codes and a grant program. The Study should outline the supporting information needed to update and align North Dakotas building codes with the IBHS standards. This analysis will serve as the basis for formulating recommendations that will result in the creation of a State Building Code Supervisor. The Analysis should specifically address whether the legislation should establish a central authority in ND for overseeing the consistency and enforcement of building codes across North Dakota. It should also provide the analysis for the creation of a position in which the individual vested with the authority will serve as a linchpin in enhancing the structural safety, energy efficiency, and environmental resilience of buildings with the state.
