The system will not require NDRC to acquire any additional hardware or software. The system shall be a secure, web-based site that NDRC employees can access with a user name and password. The vendor shall provide training to NDRC end users and provide technical support as required. The breeders fund database system customer service support shall be available at least during normal business hours of Monday-Friday, 8:00 A.M. - 5:00 P.M. Functional Requirements PHASE I The system shall be capable of recording registrations of stallions, broodmares and foals. In the event that a foal becomes either a broodmare or stallion, the system shall allow for conversion of the entry to the applicable classification. In the event the horse is transferred to another owner, upon input of the change the system shall automatically link the data of the horse and new owner. 1. The system shall prevent entry of a horse into the system which is ineligible for such a classification based on data entered. Criteria which must be met to allow entry of a horse into the system include, but are not limited to, the following: a) Entry of the same breed registry number or Breed Fund number as a horse already registered; b) Failure to register the broodmare prior to foaling of a horse would prevent the registration of the foal; c) Stallion registered/re-registered with the Commission for the current breeding year; and d) Horse owned by an out-of-state owner requiring vet inspection to accompany application. e) Any horse 7 years or older without a recorded win in the system to prompt the administrator to confirm the horse is not a maiden as this would preclude registration as a foal (though not as broodmare or sire). f) Any horses 13 years of age or older to prompt the administrator to confirm the horse has won a race each preceding year as failure to do so would preclude registration as a foal (though not as broodmare or sire). 2. The system shall allow for registration data entry in the following fields (hereinafter referred to as “vital information”): a) Name of Horse b) Date of registration (prepopulate with current date but will be modified for initial data entry) c) Name of owner(s), social security number (SSN) or Canadian social insurance number (SIN), address and phone number – shall allow entry of stable names and multiple owners o In the case of stable names, fields for information on the owners of the stable shall be provided d) Sire and breed registry number if available (the number shall automatically populate if already in the system) e) If a stallion registration, the location of stallion during breeding season f) Date of conception (for determining owner of stallion entitled to Breed Fund awards) g) Broodmare and breed registry number if available (the number shall automatically populate if already in the system) h) Foaling date i) Foaling location j) Description of foal (eg. sex, color, markings) k) Name of breeder(s), social security number (SSN) or Canadian social insurance number (SIN), address, two phone numbers (home/work and cell) and email address – shall allow entry of stable names and multiple breeders o In the case of stable names, fields for information on the owners of the stable shall be provided l) Type of horse (Thoroughbred, Quarter Horse, Paint, Standardbred) m) Foal breed registry number n) Original registration, re-registration, or transfer of ownership o) Date of purchase when applicable   Call 502-379-4456 Ext 100 for more details.
