The CS Service Coordination section will focus on services, support activities and projects that require gathering and formatting information into usable data to provide invoices based upon usage to our Customers. Where the other three sections in Computing Services specialize in particular platforms or aspects of service delivery, this section focuses solely on providing billing services. Primary Purpose of the Position: The SAS IT RESOURCE MANAGER® (ITRM) IT Charge Manger® (ITCM) Accounting Administrator is a position created to administer ITRM ITCM Accounting. This includes: the setup and maintenance of accounting for each POB that captures services data that needs to be billed for, maintenance of the Accounting Exits which populate the Billing information in ITRM and ITCM files, the creation and maintenance of Charge Items (one for each service billed at ITS), the application and maintenance of rates for each service (Charge Item) code. This position will define any service code that requires the input quantity to be adjusted in some way and be responsible for the writing of a Calculation Routine for that Charge Item to execute this adjustment in quantity. The ITCM Accounting Administrator is responsible for monitoring the accounting activity on a day by day basis to understand the pattern of NORMAL BUSINESS" as well as to detect and handle unusual exceptions in the usage of the services at ITS and for relaying this information to the service area affected to be addressed or eliminated as a potential problem. This position requires working with the ITRM Administrator, SAS Engineers, CS Systems technical personnel involved in CICS, IMS, DB2, TCP/IP, Z-OS, CS Distributed Services staff, ITS Fiscal Staff, ITS Management, State Agencies, Federal Agencies, County and municipal agencies, Public and Private School administrators, Federal, State & Internal Auditors, as well as the client users of all these areas who are actually the “hands on" executors of their applications. This position requires maintenance of the CS billing system, maintenance of the ITCM system, and administration of the maintenance of the CS Client Billing Master. These applications are maintained using a variety of software packages which include; SAS Language, Job Control language (JCl), Graphical User Interface (GUI) software on a Windows (client) platform, ISPF TSQ, Fileaid, ZEKE Automation, TMS, EXCEL, Power Point, WORD and various other software tools. This position also must communicate with non-technical clients and users of ITS services who have no understanding of the applications that they are using or of the services that they are being invoiced for. The ITCM Accounting Administrator is also required to keep ITS management informed of problems or client concerns regarding Cost Recovery or the Monthly Invoice. The ITCM Accounting Administrator must often serve as a liaison between Fiscal and Technical staff, providing a "translation- functions for the passing of needs and or problems between the two groups. The ITCM Accounting Administrator works directly with the ITS Fiscal Chief Budget Officer at the onset of each new fiscal year to insure that new rates are implemented correctly and in a timely manner since this function depends on the passing of the budget by the N.C. State Legislature. A major role of the ITCM Accounting Administrator is the providing of fiscal data as requested. A monthly feed is provided to the CS Budget analyst for tracking of revenue and the monitoring of the need for changing rates or establishing new rates.
