Based on the assessment, the vendor will propose options to modify the operating model and the financial implications of making the proposed changes. Outsourcing the management of the facility and events in some form will be one option considered. The University of North Dakota owns and operates a performance venue/auditorium on the campus (Chester Fritz Auditorium). The venue is used for a variety of purposes including academic purposes, campus events, community rentals and shows/entertainment with broader regional appeal. A year ago, a working group was tasked with looking at the future of the facility including whether there were alternative venues that could be used to meet the campus needs. The study re-affirmed the need for the venue but did not provide clarity on how it might be operated more cost effectively and/or to generate funds to begin to tackle the deferred maintenance backlog. The current model is not sustainable. A key element to future success will likely be offering a broader array of programming informed by campus needs and market demands. Noncompetitive UND intends to make a noncompetitive purchase from the following vendor: Jade Presents - Fargo, ND Justification: Because of the range of uses and the need for control of scheduling for uses that support university core mission, a total outsource of the operations does not make sense. Thus, this is not a typical real estate management or venue management opportunity. A two phased work plan is suggested. The initial work would be a discovery phase to include the complete assessment of current use and operations by the vendor. From this phase, an alternative operational plan would be proposed for consideration by UND. The second phase would include negotiation/acceptance of the proposed operational plan resulting in the vendor entering into some type of operating agreement with the university.
