DHS provides services that help vulnerable North Dakotans of all ages to maintain or enhance their quality of life, which may be threatened by lack of financial resources, emotional crises, disabling conditions, or an inability to protect themselves.DHS supports the provision of services and care as close to home as possible to maximize each persons independence while preserving the dignity of all individuals and respecting their constitutional and civil rights. DHS is an umbrella agency headed by an executive director appointed by the Governor. The executive director oversees the operations of five organizational components consisting of: Medical Services, Field Services, Behavioral Health, Administration and Support,and Program and Policy. The 2021-2023 appropriated budget is roughly $4.2 billion and includes2,230authorized full-time equivalents (FTE), this includes both full and part-time positions. There is a total of approximately 2,800 active positions, which includes FTE and temporary staff; DHS employees are not represented by unions. A. Medical Services is responsible for the Title XIX Medicaid program, including medical review and quality measurement/improvement, Early and Periodic Screening, Diagnosis and Treatment, the Childrens Health Insurance Program (CHIP), long-term care qualified service provider enrollment, Medicaid eligibility policy, claims, and audits; the Program of All-Inclusive Care for the Elderly (PACE); Autism Spectrum Disorder waiver and autism services, Medically Fragile Childrens waiver, and Childrens Hospice waiver; and Medicaid expansion. B. Field Services consists of the eight regional human service centers and two institutions, the North Dakota State Hospital and the Life Skills and Transition Center. Direct delivery of services to individuals and families is provided through eight regional human service centers located in each of the Governors designated planning regions. The human service centers provide an array of outpatient services, including mental health services, substance use disorder services, emergency behavioral health services, outreach, developmental disabilities case management, other human services, and vocational rehabilitation services, which include employment services, supported employment, independent living, and various third-party programs providing cooperative rehabilitation services. The human service centers also provide supervision and direction to county agencies in the provision of social services, and are responsible for coordination of the Aging Services program, including the Long-Term Care Ombudsman Program. The North Dakota State Hospital provides inpatient treatment services for substance use disorders and mental illness, institutional secure services for sexual offenders, and contracted residential substance use disorder treatment for Department of Corrections and Rehabilitation inmates. The Life Skills and Transition Center provides residential services, health services, and support services, including behavior analyst services for persons with intellectual disabilities on site and to sustain people in communities. C. Behavioral Health provides leadership for the planning, development, and oversight of the states behavioral health system.
