Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects. Individuals at this level can also be used to in the capacity of a Project Controller, provided that they can satisfy the basic requirements of that position. Advanced level: Individuals with a mastery of project management skills, qualifications and experience. This individual shall function effectively with very little supervision, while maintaining a high professional standard. They are assigned to extremely complex and/or high risk projects that reflect the highest priorities of state government. These individuals are comfortable working with the highest levels of state government and are able to contribute to the furtherance of the states objectives. These individuals have the necessary skills and experience to assist in statewide project portfolio management and/or IT Investment Management. Background The Oregon Employment Departments mission is to Support Business and Promote Employment. The Department administers complex programs governed by both state and federal laws and has a biennial budget of over $3.0 billion. It is staffed by more than 1,600 employees in offices located throughout the State and the Central Office in Salem. As a result of the COVID-19 pandemic, citizen demand for services has increased and the agency has hired over 1,000 additional, temporary staff. At the same time, the agencys facilities throughout the state are closed to the public and most employees work from home. This Position This position reports to the manager of the Project Management Office located in the IT Services section; however, the vast majority of the day-to-day project work will be in conjunction with the Connectivity Team which spearheads the Agencys COVID-19 response and coordinates the work between the Directors Office, business units, IT, Communications and other areas. This position will work remotely and simultaneously on multiple projects involving the reopening of the Agencys offices throughout the state and the re-employment of Oregonians. As the State of Oregon loosens COVID-19 restrictions in the coming months, this position may be required to attend meetings in person at the Central Office in Salem two or three days a week. Duties & Responsibilities Develops and maintains project plans and processes. Develops work breakdown and project schedules. Directs project staff on execution of scheduled tasks. Coordinates, directs, and monitors project activities. Identifies project risks and works with project team to evaluate probability and impact, and develop mitigation strategies. Facilitates project meetings, develops minutes, and tracks action items. Develops and distributes regular project status reports.
