Description:

The IT Security Analyst role reports to the Chief Information Security Officer and is responsible for technical information security services, evaluating information systems, and making recommendations to internal management and professional staff to prevent security exposures. Information and Cyber Security is crucial to Port of San Diego operations, both at tactical and strategic levels. The IT Security Analyst provides technical assistance with the design, installation, operation, service, and maintenance of a variety of multi-user information security systems such as virtual private networks (VPNs) and cloud-based data replication systems. A hands-on technical specialist, an Analyst, handles the complex and detailed technical work necessary to establish security systems such as firewalls and encryption-based digital signature software. An Analyst configures, and sets-up information security systems such as Intrusion Detection Systems, or else trains others such as Access Control System Administrators, Systems Administrators, Network Administrators, and Database Administrators to do these tasks themselves.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

1. Analyzes, develops, recommends, plans, implements and monitors the effectiveness of thePorts ERP security architecture, consistent with District decisions on management of risk; establishes security architectures for primary business systems; develops, recommends, implements, monitors and enforces all IT security programs, policies and procedures; advises on information security strategy and works with District management and audit staff to assess and agree on acceptable risk exposure-security cost tradeoffs to provide optimal levels of protection for the Ports information assets and business operating processes.

2. Promotes awareness and builds support for safety and security of District IT operations andinformation assets as a cultural value among all Port managers and staff; develops business rationale and cost analyses and works with other IT staff to develop technical solutions to systems security risks and weaknesses; recommends and oversees the installation and monitors the effectiveness of on-line security management systems and protocols.

3. Leads and works with other IT managers and staff to integrate advanced protectionmethodologies with the Ports network, hardware and software infrastructure; works with business systems staff to secure test and production environments; ensures security patches and configuration changes are effected in a timely manner; recommends and supports methodologies and processes to secure Internet and Intranet interfaces and usage.

4. Establishes and makes on-going use of monitoring and detection techniques to ensure thatsecurity measures are functional and enforced; establishes and administers the firewall rule base and monitors all firewall activities; manages and monitors remote systems access; identifies system/network compromises or potential compromises and their sources; takes immediate action to ensure they are eliminated and/or prevented; creates and maintains an incident handling procedures guidebook; works with Audit and coordinates the implementation of a comprehensive system security audit program; conducts unannounced routine security inspections and audits; establishes physical security protocols for backup tapes when stored on site.
