Background:

As approved by the Centers for Medicare and Medicaid Services (CMS) the Division of Early
Intervention and Special Education Services (DEI/SES) is the Operating State Agency for a
1915(c) Home and Community Based Services (HCBS) Waiver for Children with Autism Spectrum Disorder (ASD), also known as the Autism Waiver (AW). This waiver is designed to enable children to remain in their home and community and serves as an alternative to an institutional level of care. The waiver is jointly administered by the Maryland State Department of Education (MSDE) and the Maryland Department of Health (MDH), and is a national model for interagency collaboration. The Centers for Medicare and Medicaid Services (CMS) requires that states have in place regulations and policies for implementation of the AW, a quality review system for assuring service delivery, and process for monitoring AW providers. MSDE has primary responsibility for provider compliance with regulations, conducting compliance monitoring, information tracking, and performance measurement and reporting. The MSDE and the local school systems are responsible for determining and tracking medical and technical eligibility for each AW participant, verifying requirements of age, special education and health related service hours, and ASD diagnosis. The MDH is the single State Medicaid agency responsible for the oversight of the AW, Medicaid reimbursements, and financial eligibility determination of AW participants. Both State agencies work together to sustain the Autism Waiver and adhere to the approved federal application. Annually, 1200 children receive services through the Autism Waiver. A prescribed set of federally approved services are delivered by over 50 community based providers and over 30 service coordinators contracted by local school systems.

Purpose:

This request is to procure services to:

1. Support monitoring of Autism Waiver provider agencies to insure compliance with Code of Maryland Regulations (COMAR) 10.09.56 for the Autism Waiver (AW). Assist with the development of compliance monitoring schedule for all AW reviews; prepare notification of monitoring visits for provider community; and prepare site visit materials. Examine, analyze, and interpret Medicaid payments to Autism Waiver providers: select AW paid claims sample using established rules for randomization and diversity and pivot table analysis to identify claims by AW service and participant. Assist Provider Interagency Medicaid Monitoring Team (PIMMT) with on-site monitoring, desk-audit reviews of provider records, and the automation of monitoring functions as requested.

2. Recommend revision to rules, regulations, and procedures to support the administration and expansion of Autism Waiver services, regulatory changes to COMAR 10.09.56, quality assurance monitoring spreadsheets, and performance measure reports.

3. Provide training and technical assistance to service coordinators on the Autism Waiver
Level of Care database (AWLOC). Track compliance of LOC assessments by Service Coordinators at the local school system, analyze data, prepare summary reports, and reinforce compliance as required.

4. Identify changes in software systems used to achieve efficiency in preparing the Level of Care (LOC). Collaborate with the software contractor on system revisions and test all changes before launching new versions of the AWLOC and Autism Waiver Plan of Care (AWPOC) databases.
