Job Description Analyst: NMARS, CIW, Business Requirements, Business Analysis

Description:

The incumbent for this position will report to the CIO for ANF/OSD and will work directly with the Deputy Director of eProcurement Systems for the length of this engagement.

This individual will be expected to support analysis of our current business processes, facilitate requirements gathering, manage scope and assist us in other ways as needed to develop an optimal strategy for successful implementation of an eProcurement Solution. The Business Analyst will serve as an intermediary between Project Staff and end users. We will expect this individual to leverage his/her experience with State agencies and other public entities, to possess strong business knowledge of Commonwealth procurement, fiscal and regulatory policies and to have familiarity with statewide systems, especially Comm-PASS, MMARS and CIW. We also expect the BA to conceptualize and analyze creative technical and process solutions as part of the project team.

Responsibilities:

* Assist the Deputy Director of eProcurement Systems in the management and coordination of project activities, deliverables, and schedules
* Work with the project team to identify and schedule all the work required to fulfill the scope
* Assist the project requirements gathering and analysis effort for current business processes
* Manage issues from root cause to mitigation
* Monitor project health and escalate issues as appropriate
* Analyze actual performance against plan and make recommendations to the Deputy Director of eProcurement Systems consistent with the plan objectives
* Ensure timely completion of project artifacts by project team
* Work collaboratively with management, business representatives and the project team to define and mutually understand the project scope and obtain stakeholder sign-off
* Manage proposed changes to project parameters using issue and change management
* Monitor quality of project deliverables and ensure project objectives are met
* Develop Use Case and Acceptance Criterion as needed
* Perform additional related tasks as needed.

Minimum Entrance Reuirements:

Applicants must have at least (A) four years of full-time or equivalent part-time, professional experience in information analysis and systems design and implementation on enterprise-wide financial applications.


Required Skills:

* Knowledge of available eProcurement Solutions
* Knowledge of MMARS and CIW
* Prior experience in state government
* Proven experience with business requirements analysis, elicitation, verification, and methodology development
* Experience overseeing the design, development, and implementation of state or local software and hardware solutions, systems, or products using ITD standard project methodology.
* Ability to collaborate on creation of systematic and consistent requirements specifications in user-friendly language.
* Able to exercise independent judgment and take action on it.
* Excellent listening, interpersonal, written, and oral communication skills.
* Logical and efficient, with keen attention to detail.
* Highly self -motivated and directed.
* Ability to effectively prioritize and execute tasks while under pressure.
* Strong customer service orientation.
* Strong consensus-building skills
* Experience working in a team-oriented, collaborative environment.

Desired Skills:

* Knowledge of Commonwealth Procurement policies and procedures
* Knowledge of Commonwealth Procurement Stakeholders
* Knowledge of Comm-PASS
* Knowledge of other statewide systems such as EOHHS Electronic Invoicing System (EIM) and EOHHS new Medicaid Management Information
