At the conclusion of this solicitation, a single contract will be awarded by DoIT, encompassing all services and requirements outlined within this RFP, as well as any subsequent Enhancement Release SOWs, which will be governed by the terms of the resulting Contract.While the contract will be awarded throughDoIT, the awarded Vendor will work with both DoIT and the Illinois Department of Public Health (IDPH) to provide the requested services. The goals of the resultant contract are: A.1.1. To award a maintenance and operations (M&O) and enhancements services contract for an initial four (4) year term which covers all supplies and/or services as indicated within this RFP. A.1.2. Ensuring that the services, staffing, and resources required to identify, design, build, and deploy enhancement releases are provided effectively throughout the contract life cycle. Please note, a list of enhancements has not yet been formally conceived. The selected Vendor will work in collaboration with DoIT to identify appropriate and necessary enhancements as part of one or multiple Enhancement Release Statements of Work (SOW). Enhancements can be identified at any point during the contract term depending on the functional and technical needs of DoIT. Per 20 ILCS 1370 1-15, DoIT shall coordinate information technology for State agencies and, when requested and when in the best interests of the State, for State constitutional offices, units of federal or local governments, and public and not-for-profit institutions of primary, secondary, and higher education, or other parties not associated with State government. The Department shall develop and implement standards, policies, and procedures to protect the security and interoperability of State data with respect to those agencies under the jurisdiction of the Governor, including in particular data that are confidential, sensitive, or protected from disclosure by privacy or other laws, while recognizing and balancing the need for collaboration and public transparency. The department also shall control the procurement, retention, installation, maintenance, and operation, as specified by the Department, of information technology equipment used by client agencies in such a manner as to achieve maximum economy and provide appropriate assistance in the development of information suitable for management analysis. The course of these duties may cause involvement between DoIT and the Vendor. A.2. DESIRED OUTCOMES OF THIS PROJECT/ENGAGEMENT DoIT requests proposals from qualified Offerors to provide routine and standardized M&O services as well as development of future Solution enhancements as identified throughout the contract term.
