If the Agency opts for the renewals, the vendor shall be notified no less than 120 days before the end of the applicable original contract period] Description: This Request for Response (RFR) is intended to elicit proposals from online content providers for licensing Internet web-based access to one or more commercial electronic online products hosted by the bidders for all members of the multitype Massachusetts Library System and for remote use by all Massachusetts residents for a potential period of up to five years Publishers of online content, value-added resellers, or third party vendors representing periodical, encyclopedia, directory, reference, book, newspaper, newsletter, and language learning content are all welcome to submit proposals. The Commonwealth aims to achieve the best value for the Commonwealth and broadest mix of information while ensuring stable access to content, long-term sustainability, and mechanisms for expansion. Deliverables: Staffing The bidder will have adequate technical staff to implement the contract within the required time frame and troubleshoot system access problems from individual MLS, network or library staff on an ongoing basis. This will include the ability to field connectivity questions from many different types of libraries and situations throughout the project, but especially throughout the start-up period. The bidder will name a single individual to serve as project manager and main contact with the MBLC for the implementation of the contract. This manager will coordinate the bidders support team and insure that the timeline for implementation is met, expediting resolution of any issues that arise. The bidder will also name a single individual as ongoing contract liaison and main contact with the MBLC during the contract period for day-to-day troubleshooting. Technical Support The contractor will set up access for new MLS member libraries upon notification via a mechanism agreed upon by the MBLC, MLS and the bidder within 10 working days of receipt of the necessary data from MLS. Reported changes to IP addresses will be acted upon by the vendor within 2 business days. MLS will notify the vendor of any libraries no longer eligible for access within one week of declaring them former members. Access will be removed for these libraries within five business days of receipt of such information by the vendor. The bidder shall describe how they will administer the addition of new member libraries on an ongoing basis, as well as how they will administer changes in Internet access as reported by MLS and libraries handling their own authentication. The bidder shall also describe how they will administer changes to other aspects of an institutions profile, such as library URL changes, email address addresses, etc. The bidder shall append a copy of any required forms for this process and the URL for an online version of any forms. MLS Member Library Staff Training The bidder agrees to conduct no less than 12 two-hour (minimum) overview (in-person lecture-style) training sessions for library staff throughout Massachusetts during the first contract period. The bidder will also conduct no less than 12 and six additional training sessions, respectively for the first and second renewal periods. The bidder will also have staff available for user group/update sessions conducted virtually throughout the life of the contract.
