The project scope includes: • Implementation, testing, and operational rollout of two advanced analytics modules to be added to the existing Medicaid Decision Support/Data Warehouse solution (DSS/DW). This activity includes a web portal Medicaid providers and state staff will use to access healthcare cost and quality information. • Establishment of bi-directional data interfaces between Idahos health information exchange (Idaho Health Data Exchange) and approximately 300 primary care clinics Electronic Health Records systems. • Establishment of a bi-directional data interface between the health data exchange and the Medicaid DSS/DW. • Coordination and alignment of project efforts with Idahos SHIP project. The project team will consist of state personnel, IT contract staff and Medicaids current DSS/DW supplier, Truven Health Analytics. The Functional Architect is the technical expert for the application, a defined set of applications or a portfolio of related applications. The Functional Architect is also responsible for bringing an understanding of the enterprise, business system and industry to the team(s) supporting or interfacing with the application. The primary responsibility of a Functional Architect is to define and document the functional requirements needed to develop an application based on the current and/or future business processes. The Functional Architect will also prepare and review designs to recommend improvements, and to provide guidance during the testing process. The Functional Architect helps the engineers establish a clear understanding of the business functional requirements and either creates the functional designs to meet the requirements or reviews and approves the designs. Agency Expected Deliverables Years of Relevant Experience: Six plus years of experience Preferred Education: Four-year college degree or equivalent technical study Role Description: Skill and knowledge include but are not limited to: • Analyze, determine and document functional requirements • Gather and interpret requirements into use cases, user stories, or functional specifications • Understand specific business needs and overall business strategy of the business customer • Ensure that overall application designs remain within project scope • Ensure business requirements are supported by the software • Perform architecture design, data modeling, and implementation of our data platform and analytic applications • Analyze latest big data analytic technologies and their innovative applications in both business intelligence analysis and new service offerings. • Apply deep learning capability to improve understanding of user behavior and data. • Closely work with customers, partners, vendors and internal teams to enhance the solution and systems, troubleshooting data issues etc. • Architect solutions for key business initiatives ensuring alignment with future state analytics architecture vision • Work closely with the project teams providing guidance in implementing solutions at various stages of projects • Work with project teams to support project objectives through the application of sound architectural principles • Develop and validate that the proposed solution architecture supports the stated & implied business requirements of the project • Review technical te   Call 502-379-4456 Ext 100 for more details.
